RAC Management Analyst

Texas Health and Human Services Commission (HHSC) is dedicated to improving the health and well-being of Texans. The RAC Management Analyst will coordinate the OIG RAC team, lead change initiatives, and enhance the RAC program through organizational analysis and strategic operational planning.

Responsibilities

Coordinates, plans, and participates in RAC organizational activities, evaluations, and special projects. Collects and analyzes data in areas such as workload, operational, and business practices. Monitors and reviews current organizational, procedural, and operational systems for effectiveness, efficiency, and conformance to established guidelines. Consults with RAC Director to initiate studies, identify priorities, and define study scope, purpose, objectives, time frames, and resource requirements. Proposes solutions to organizational issues and concerns, organizational change strategies and plans, and conducts training for implementation of organizational solutions, strategies, and plans. Coordinates and drafts audit and federal review responses for RAC Director/Leadership’s review
Researches historical, current, and projected program and agency data to identify problems, causes, and areas for which procedural or system changes are indicated. Researches new or improved business practices for application to the RAC program/operations. Analyzes new or proposed legislation or regulations to determine their respective impacts on program operations and management. Promotes compliance with federal and state RAC and managed care requirements. Reviews industry developments to identify RAC program impacts and make recommendations for possible agency/program application (e.g., agency-specific studies or changes, initiatives other states are undertaking and/or implementing, etc.). Performs highly complex and often time-sensitive research related to Medicaid and other Health and Human Services programs. Consolidates and reports research findings in a way that is useful to management and appropriate for the intended audience
Participates in activities to ensure the success of internal and external meetings, cross-divisional projects, and program goals. Provides expertise regarding RAC programmatic requirements across the RAC team, OIG, and other internal/external stakeholders, including MCOs and providers; Proactively prepares for and facilitates meetings with a wide variety of internal and external stakeholders. Develops high-quality presentations, talking points, notes, and other documents/reports in a timely manner. Coordinates extensively with the RAC team and other internal/external stakeholders to collect pertinent information on behalf of the RAC Director
Develops new or modifies existing operational program policies, procedures, goals, and objectives. Designs, evaluates, and recommends changes to program documents (e.g., forms, reports, letters, etc.) and processes
Performs other duties necessary to achieve the mission of the Office of Inspector General

Required

Graduation from an accredited four-year college or university
Minimum of 2 years of experience coordinating programmatic or operational work
Knowledge of health and human services programs, functions, and systems
Strong cross-functional coordination and organizational skills
Ability to exercise sound judgment in making critical decisions, including when to escalate issues or seek guidance
Ability to analyze or evaluate problems and propose alternative and innovative solutions
Ability to conduct or coordinate studies
Ability to develop, interpret, or implement policies and procedures, or training materials
Ability to proactively advance work and consistently meet tight deadlines while maintaining precision and accuracy
Ability to prepare well-written, objective, concise, well-organized reports and presentations with thoughtful, data-driven recommendations for RAC leadership's consideration
Ability to independently anticipate documentation needs and produce clear, detailed documentation in a timely manner
Strong analytical skills with the ability to collect, analyze, organize, and disseminate significant amounts of complex information with attention to detail and accuracy
Skilled in use of office equipment and software (e.g., Microsoft Office, Excel, Word, PowerPoint, Project, Visio, etc.)
Skill in communicating professionally and effectively, both verbally and in writing
Ability to work in teams that may cross functions, departments and/or agencies
Skill in establishing and maintaining collaborative and effective working relationships with all levels of staff and external stakeholders

Preferred

Full-time professional experience working within state, local, or federal government or a public agency is preferred
