Responsibilities

Oversee new construction, rehabilitation and maintenance projects; oversee a variety of construction and design functions which may include: scoping, design, engineering, budgeting, contract management, site inspection and evaluating claims
Review initial and revised contract drawings and specifications with appropriate staff/consultants. Make on-site inspections to review progress of work, answer questions, and ensure on-time completion of work. Investigate and resolve construction problems as they are encountered
Coordinate meetings with project managers, contractors, subcontractors, inspectors, consultants, and/or staff as required to review project scope and estimates, communicate project status/progress. Work out mutual problems and/or concerns. Prepare project status reports as required
Review and analyze proposed project designs and construction plans. Provide technical advice and assistance on issues related to city capital projects
Initiate project budget preparation; schedule and maintain project budgets; process work orders as required. Maintain constant awareness of progress on assigned projects to assure compliance with designated time and cost schedules for project completion including site visitations, inspections and evaluations. Prepare and provide reports on related project issues, i.e. technical reports, job meeting minutes, change orders, etc
Plan the work flow of all assigned projects including estimating time, supplies, and personnel required to complete the project. Hire and manage the contracts of professional consultants and contractors as required
Conduct field reviews of projects to ensure correct design. Review plans, calculations and specifications to ensure compliance with applicable codes
Initiate construction inspections, including field safety inspections, equipment inspections, project progress inspections, and final inspections
Identify the best use of internal and/or external project resources and assist in the coordination of the contracting process. Prepare requests for proposals and bids; review contract bids and proposals; select appropriate resources and coordinate and review consultant and contractor work progress
Prepare plans, specifications, cost and quality estimates, and bid procedures
Coordinate and prioritize design projects with other city departments and other relevant agencies or parties
Review architectural and engineering plans and specifications within the scope of knowledge for the appropriate design or public works projects
Provide technical support services relative to assigned area of responsibility; provide assistance to construction to ensure compliance with original plans and specifications
Review and coordinate others’ review of contractor submittals
Respond to inquiries from staff, the public and other agencies regarding capital construction projects; provide technical engineering expertise to others within the department and other workgroups
Respond to and resolve requests for clarification or changes to contracts
Perform related work and special projects as assigned

Required

Bachelor's Degree in Civil Engineering, Architecture, Building Science, Construction Management, Business Administration or a related field
5 years of experience related to area of assignment
Possession of, or ability to obtain, a valid Washington State Driver's License
