Responsibilities

Responsible for the acquisition, sale, outgrant or limited use of real estate both privately and publicly owned through negotiation or eminent domain, as appropriate, in fee simple or easement, or by lease, permit, license, or other legal agreement
Responsible for a broad range of property issues arising out of WMATA’s land use
Negotiates agreements with the principals and senior executives of private sector firms and public agencies and drafts all documents required for senior management and Board of Directors approval
Drafts comprehensive and complex legal documents in coordination with the Office of General Counsel
Conducts effective real estate negotiations in cases which are very complex in nature
Responsible for the completion of difficult and partially processed real estate cases through negotiation or proceedings in eminent domain
Researches historical files to determine status of incomplete cases and develops and executes a completion plan
Analyzes applicable federal, state and local laws and regulations including land use plans, zoning ordinances and subdivision regulations in support of real property acquisition and disposition
As required, provides guidance and assistance to staff realty specialists in processing complex real estate transactions
Arranges for the procurement of, acts as the Contracting Officer’s Technical Representative (COTR) and administers title and settlement services contracts with commercial title insurance companies, and contracts for the support of, or conduct of, real estate activities with appropriate professional firms
Analyzes and reviews property surveys, title binders, engineering data, drawings Certification of Real Estate Requirements, letters and other miscellaneous data which may have a bearing on the value and availability of real property requirements
Establishes and effectively maintains liaison with various governmental and public bodies
Assures compliance with Federal Transit Administration and other governmental agencies’ requirements and regulations
Works with other WMATA Departments and Offices on a wide variety of real estate matters
Performs special projects as assigned

Required

Graduation from an accredited college or university with a Bachelor's Degree in Real Estate, Business Administration or a related field
A minimum of six (6) years of progressively responsible experience in real estate, acquisition management and disposition
An equivalent combination of post high school education plus a minimum of eight (8) years of progressively responsible experience in real estate, acquisition management and disposition
Ability to satisfactorily complete the medical examination for this job
Incumbent must be able to perform the essential functions of this job either with or without reasonable accommodation(s)
