Responsibilities

Directing the complete project lifecycle of Civil Works projects
Developing, monitoring, and controlling integrated project budgets and schedules
Implementing a robust risk management framework to identify, analyze, and mitigate potential project issues
Managing stakeholder involvement, including extensive coordination with non-Federal sponsors, utility owners, the public, and various government agencies
Building consensus, resolving conflicts, and ensuring all parties are informed of project progress
Managing multi-million-dollar project modifications and change control in strict accordance with USACE business processes
Briefing senior management and corporate leadership on project status, progress, and trends via written reports and presentations
Analyzing performance, identifying variances, and making data-driven recommendations for decision-making and corrective actions to ensure project success

Required

Experience managing and coordinating complex engineering projects involving planning, design, cost engineering, construction, and environmental considerations, ensuring alignment of all project elements with sponsor/customer requirements, schedules, and budgets
Experience overseeing and managing projects with a budget in excess of $100M, allocating funds across multiple district functions, reviewing cost reports for accuracy, monitoring project performance, and taking corrective actions to maintain budget and schedule objectives
Experience serving as the primary point of contact with sponsors, customers, and external agencies, negotiating agreements, managing stakeholder relationships, and addressing concerns to ensure projects are completed in accordance with the established scope, schedule, and budget

Salary includes applicable locality pay or Local Market Supplement
Position is eligible for emergency and OPM prescribed 'unscheduled telework' situational telework IAW current USACE policy. Selectees are expected to report in person to a USACE facility 5 days/week
Payment of Permanent Change of Station (PCS) costs are not authorized
Hiring incentives such as a recruitment/relocation bonus, service credit for leave, and student loan repayment may be authorized (subject to available budget)
This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time
This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter
