Project Analyst

Cepeda is seeking a Project Analyst to provide funding, budget, and contract execution support across a contract portfolio. This role involves close collaboration with Project Leads, Task Leads, Portfolio Managers, and Government stakeholders to ensure funding actions and offers are executed in alignment with project objectives.

Responsibilities

Serve as the primary portfolio POC with the TPOC for all contract-related funding actions
Support Project and Task Leads with contract and funding execution across portfolio projects
Prepare, submit, and track funding documentation including FDRs, MIPRs (incremental and standalone), TDLs, and NSDs
Collaborate with Project Leads and the Budget team to identify funding gaps, forecast future funding needs, and support new project starts
Coordinate and track contract actions, amendments, and renewals in accordance with S3I policies and timelines
Develop and support Offers and ROM estimates, including scope, deliverables, schedules, and high-level cost projections
Manage the submission, archiving, and tracking of Offers, ROMs, and funding actions; maintain an Offer/Solicitation tracker
Monitor deadlines and deliverables to ensure timely execution of funding and contract actions
Identify discrepancies, risks, and potential impacts related to funding or contract actions and recommend mitigation strategies
Provide status updates to Portfolio Managers and Project Leads on funding actions, contract status, and ROM/Offer submissions

Required

Minimum of a high school diploma (bachelor's degree in business, finance, management, or a related field preferred)
5–20 years of relevant experience supporting DoD programs, contracts, funding, or budget execution
Strong working knowledge of GFEBS, including funding execution, tracking, and reporting
Experience preparing and supporting funding documents such as FDRs, MIPRs, TDLs, NSDs, and ROMs
Ability to interpret contract and funding requirements and translate them into actionable project support
Active Secret clearance or the ability to obtain and maintain one

Preferred

Experience supporting Army or DoD aviation, engineering, or R&D portfolios
Prior exposure to contract administration or acquisition environments (preferred, not required)
Experience supporting Offer development, cost estimating, or budget forecasting
Familiarity with S3I processes, portfolio management structures, or similar government organizations
Demonstrated ability to balance established processes with practical, flexible problem-solving approaches
