Modernization/Capital Fund Coordinator
Newark Housing Authority is responsible for managing public housing developments, and they are seeking a Modernization/Capital Fund Coordinator to oversee capital improvement projects funded by the HUD Capital Fund Program. This role involves ensuring compliance with regulations, managing budgets, and coordinating with internal departments to align modernization efforts.
Responsibilities
Develop and oversee the Capital Fund Annual Plan and Five-Year Action Plan, ensuring alignment with HUD regulations and PHA priorities
Monitor CFP budgets and expenditures, ensuring timely obligation and expenditure of funds to meet HUD-mandated deadlines
Prepare and submit required HUD reports, including Annual Statement and Performance and Evaluation Reports
Assist the Project Construction Manager and Project Manager with overseeing modernization projects, including unit rehabilitation, infrastructure upgrades, and energy efficiency improvements
Manage procurement and contracting processes, ensuring compliance with HUD 24 CFR Part 85 and agency procurement policies
Address change orders, delays, and contractor performance issues to keep projects on track
Ensure all modernization projects comply with HUD regulations
Maintain accurate records and documentation for HUD audits and reviews
Conduct periodic reporting and analysis to assess program effectiveness and funding utilization
Provide regular updates to the Director of Modernization and Executive Director
Coordinate with internal PHA departments (Finance, Maintenance, and Asset Management) to align modernization efforts with operational needs
Qualification
Required
Minimum 2-5 years of experience in public housing modernization, capital fund management, or construction project management
Knowledge of HUD Capital Fund Program (CFP) and procurement regulations
Experience with federal/state grant programs and budget tracking
Strong project management and organizational skills
Proficiency in HUD's EPIC system, LOCCS reporting
Excellent communication and stakeholder engagement skills
