Human Resources Business Partner

Responsibilities
Serve as a HR strategic advisor for assigned divisions, providing consultative guidance that influences leadership decisions related to staffing, performance, employee relations, and workforce strategy
Advise divisional leadership on performance management, corrective action, and employee engagement matters, ensuring consistent application of policy while balancing operational, legal, and organizational considerations
Apply and interpret employment laws, County and Precinct One policies, and HR guidelines, providing guidance to leadership to ensure compliance and reduce risk exposure
Identify, assess, and communicate workforce-related risks and trends; recommend proactive strategies to address retention, engagement, and performance challenges
Partner with leadership to drive change management initiatives, advising on the people impacts of organizational, structural, and operational changes
Promote fair, equitable, and inclusive employment practices and contribute to the development and maintenance of a positive workplace culture
Analyze HR data and workforce metrics (e.g., turnover, engagement, staffing trends) and translate findings into actionable recommendations for leadership and HR management
Provide subject-matter expertise during annual and cyclical HR processes (e.g., performance management, merit planning), ensuring alignment with organizational goals and consistent application across divisions
Maintain a high level of discretion, judgment, and confidentiality when handling sensitive employee and organizational information
Perform other duties as assigned that require professional-level HR expertise
Qualification
Required
Bachelor's degree in Human Resources Management, Human Resources Development, Business Management, or related field
At least 5 years of experience working as an HR Business Partner, HR Generalist or HR Manager in a Human Resources department
Displays the highest level of customer service by providing timely and effective solutions to applicants, employees, and managers
Demonstrated ability to build rapport, develop relationships and establish credibility and trust
Ability to navigate sensitive situations and maintain a high degree of confidentiality
Superior critical thinking skills, attention to detail, prioritization, and organizational skills, with ability to multitask
Experience successfully navigating a complex environment utilizing strong communication skills
Must be able to manage and implement business unit wide programs, processes, and initiatives, ensuring proper communication and effective change management, independently and successfully
Excellent active listening, consultative, negotiation and presentation skills
Demonstrates a healthy balance of people orientation, drive for results, and analytical skills
Analyzes staffing trends, key metrics, and compliance requirements to develop and implement strategies for employee retention. Leverages reports (i.e. turnover, exit surveys results) to assist with workforce planning
Must be willing to travel throughout Precinct One and Harris County to offices and jobs sites
Preferred
HR certification – SHRM or HRCI preferred
