Responsibilities
Provide overall project leadership for DoD IT systems, including maintenance, sustainment, modernization, and enhancement efforts
Must demonstrate Subject Matter Expertise in Development, Security, and Operations (DevSecOps) practices and tooling
Serve as the primary liaison between contractor teams and Government stakeholders (PM, COR, ISSM/ISSO, functional users)
Lead and manage Agile/Scrum development activities, including sprint planning, stand-ups, reviews, and retrospectives
Attend project meetings and draft meeting summaries
Develop and maintain core project artifacts, including but not limited to: 1) Project Management Plan (PMP) 2) Integrated Master Schedule (IMS) 3) Work Breakdown Structure (WBS) 4) Risk and Issue Logs 5) Oversee schedule, cost, scope, resource management and subcontractor performance
Prepare and deliver status reports and briefings (weekly, monthly, and ad hoc) for Government leadership
Coordinate release management, UAT, and change control activities through established governance boards (e.g., CCBs)
Support cybersecurity and compliance activities, including RMF, ATO maintenance, and coordination with security stakeholders
Identify, assess, and mitigate program risks; develop corrective action plans as needed
Support transition-in and transition-out activities to ensure continuity of operations
Qualification
Required
U.S. Citizenship (required for access to DoD systems and CAC eligibility)
Prefer Active Secret clearance or ability to obtain and maintain one
PMP, PMI-ACP certification is required
Bachelor's degree in Information Technology, Computer Science, Business Administration, or related field
7+ years of IT project management experience, including DoD or Federal projects
Demonstrated experience managing ARM or defense enterprise systems, justice systems, law enforcement systems, or sensitive case management platforms
Strong experience with Agile/Scrum methodologies in a government environment
Working knowledge of DoD Software Development Lifecycle (SDLC) processes
Experience supporting DoD cybersecurity requirements, including RMF, NIST 800-53, and STIGs
Knowledge of DMDC BPR workflows/tools (examples: SPARX Enterprise Architect, Microsoft Project Server, ServiceNow)
Knowledge of Section 508 accessibility requirements
Proficiency with project and collaboration tools (e.g., JIRA, Microsoft Project, ServiceNow)
Excellent written and verbal communication skills, including executive-level briefings
Preferred
Experience supporting Air Force, DMDC, DHRA, or other DoD Component projects
Familiarity with Entellitrak or similar case management platforms
Experience with DoD cloud environments (AWS GovCloud, CloudOne, IL4/IL5)
Prior experience managing projects with congressional, audit, or senior leadership reporting requirements
