Senior Analyst, Grants and Program Operations
The Judicial Council of California is the policy setting body for the state court system, and they are seeking a Senior Analyst to oversee the Access and Visitation Grant Program. This role involves managing program operations, providing subject matter expertise, and ensuring compliance with federal and state regulations.

Responsibilities
Lead, manage, and administer California’s federally funded Access to visitation (AV) Grant Program, including program development, compliance, funding oversight, data collection, reporting, and contract administration to ensure statutory goals and effective statewide implementation
Lead, plan, and deliver live and on-demand education programs for grantee court staff and service providers on Standard 5.20 and Family Code §3200.5 to ensure compliance with §§3201 and 3202(a)
Conduct data management to ensure timely and accurate data reporting from court staff and service providers
Serve as subject matter expert and statewide resource on supervised visitation services in family law cases, providing specialized knowledge, training, technical assistance, and compliance oversight to support courts and service providers
Family Code section 3204(a) requires the Judicial Council of California (JCC) to apply annually for federal Child Develop and submit California’s State Grant Application for federal Child Access and Visitation (Family Code section 3202(a)) to OCSS every three years
Attend required weekly and monthly staff meetings; attend bi-annual trainings for professional development; design cross-training education workshops, such as CFCC Beyond the Bench Conference (every two-years), Family Law Institute (every two years) conference, national Supervised Visitation Network (annual); complete required mandatory employee training
Qualification
Required
Bachelor's degree and four (4) years of analytical experience in program analysis, development, implementation, research, and/or evaluation
Possession of a bachelor's degree in a directly related field for the assigned discipline, such as political science, public administration, statistics, mathematics, etc., may be substituted for one (1) of the years of required experience
An additional four (4) years of professional experience as noted above may substitute for the bachelor's degree
Or, additional directly related experience and/or education may be substituted on a year-for-year basis
OR Master's degree in a directly related field for the assigned discipline, such as political science, public administration, statistics, mathematics, etc., that included qualitative and quantitative research, and one (1) year of analytical experience in program analysis, development, implementation, research, and/or evaluation
OR One (1) year in the Analyst classification with the Judicial Council of California or one (1) year of experience performing the duties of a class comparable in the level of responsibility to that of an Analyst in a California superior court or California state-level government entity
Preferred
Knowledge: California court system; Rules of Court related to supervised visitation; Supervised Visitation services; Family systems and child development; child custody divorce and separation and the impact on children; domestic violence and child exposure to domestic violence; child abuse, substance abuse and the impact on children, child development, and family systems
Skills: Analyze training needs, problems and situations, and arrive at logical, appropriate and fair solutions; Design effective and appropriate training programs; Expertise in teaching adult learners
Working knowledge of data management and visualization tools such as Qualtrics, R, or Power BI
