Resource Management Analyst
MESMO Inc. is seeking an experienced Resource Management Analyst IV to support their contract in resource management for the Army's CWMD responsibilities. The role involves continuous assessment of resource management requirements, creating and updating resource management handbooks, and providing staff support for treaty compliance and funding.

Responsibilities
Continuously assess the requirements and capabilities in the Planning, Programming, Budgeting, and Execution (PPBE) of the Army's CWMD resource management responsibilities
Provide staff support to assist in fulfilling these responsibilities
Create and update semi-annually, an Army Resource Management Handbook
Submit the handbook through to DAMO-SSD at the end of March and September of each year
Review CWMD resource management activities for each current Government fiscal year (FY) and provide a summary analysis
Provide a PPBE Roadmap Graphic that describes the timing of each phase and an overview of the responsibilities of each office involved in Army CWMD Resource Management
Analyze new or revised treaty planning assumptions published by the responsible POCs in OSD on ARSTAF, treaty implementing agent, and ASCC resource management responsibilities
Collect and analyze both the policy and financial documents that comprise the critical inputs to the preparation of the CWMD portion of the Army's Program Objective Memorandum (POM)
Identify, analyze and publish the administrative instructions and financial constraints that affect the preparation of the Army CWMD PEG briefing
Request financial and manpower requirements and justifications for the POM years from treaty implementing agents and other organizations
Ensure the distribution of applicable guidance to all organizations with operational and resource management responsibilities in the implementation and compliance of all arms control treaties, agreements, initiatives, and emerging issues
Analyze the respondent data, prepare and submit the PEG briefing by treaty implementing agents and their staffs to the Government Contracting Officer Representative (COR) for review and approval
Assess the resource requirement justifications presented at each briefing, and identify and recommend critical funding issues and special interest items by treaty, command, FY, and Management Decision Package (MDEP)
Provide a POM Roadmap Graphic that graphically depicts the roles, responsibilities, activities, desired outcomes, players and coordination requirements during the POM process
Prepare and submit the Army Resource Management PEG Briefing to the COR annually, within 5 working days before the scheduled PEG Briefing with copies furnished to the PEG and the Army Budget Office (SAFM-BUO-S)
Track and provide, not later than (NLT) 60 days after the publication of the Budget Execution BESPOM lock position in PROBE/R2MS, an analysis of the variance between the requirements recorded in the PEG briefing and those validated at BESPOM lock using a Validated Requirements Audit Trail for the Army CWMD MDEPs VCWT, VTRE, and VTSM
Record the evolution of resource requirements from the program years to the budget years for each arms control treaty, agreement, and initiative
Re-design, populate, and maintain an Army Resource Database that records the evolution of funding and requirements from the program years through the budget and prior years
Analyze the changes in resource requirements and funding based on evolving treaty planning assumptions, operational experience, and Congressional, DoD, and HQDA funding adjustments
Analyze the execution data (obligations) for the current Government FY for all arms control treaties, agreements and initiatives and compare the results to the funding authority transmitted to each applicable operating agency via Funding Authorization Documents (FADs)
Perform variance analyses of financial performance against stated requirements, prepare budget execution review supporting documentation, and conduct analyses that support recommendations for the reallocation or transfer or reprogramming of resources resulting from revised treaty requirements and financial performance
Record the financial history of the previous FY and conduct an analysis of activities that occurred during that FY, from the Planning through Execution phases
Provide a Resource Management Previous FY Year-End Summary analysis, annually, within 105 calendar days after the posting of Certified Actual Obligations in the Army PROBE or R2MS databases for that FY
Provide staff support to the MDEP Manager to assist the office in the execution of its CWMD and treaty resource management oversight function
Use the results of analyses, coordination with ARSTAF agencies and secretariats involved in the PPBE to develop, maintain and update briefings, memoranda, files, electronic data bases and other products required to perform the MDEP Manager PPBE staffing functions
Identify any unfunded requirements (UFR) and provide an analysis of the operational effects and risks to successful program execution through the Army Resource Management Funding Lock Positions, Audit Trails and UFR Analysis
Qualification
Required
Experience as a Resource Management Consultant (Non-proliferation) Analyst IV
Ability to assess requirements and capabilities in the Planning, Programming, Budgeting, and Execution (PPBE) of the Army's CWMD resource management responsibilities
Experience in maintaining dialogue with points of contact in the Office of the Secretary of Defense (OSD), the Army Secretariat, ARSTAF, treaty-implementing agents, and Army Service Component Commands (ASCC)
Ability to create and update an Army Resource Management Handbook semi-annually
Experience in analyzing new or revised treaty planning assumptions
Ability to collect and analyze policy and financial documents for the CWMD portion of the Army's Program Objective Memorandum (POM)
Experience in identifying and publishing administrative instructions and financial constraints for the Army CWMD PEG briefing
Ability to request financial and manpower requirements and justifications for the POM years
