Street Maintenance Manager - Public Works (FT)
NEOGOV is seeking a Street Maintenance Manager for the City of Brooklyn Park. This role involves leading and supervising the Street Division's operations, maintenance, and repair functions, while managing budgets and strategic initiatives to meet the city's goals.

Responsibilities
Manage and supervise staff in the division, to include selection, training, motivation, direction and work performance evaluation and review
Develop and administer division operating budgets and capital improvement and equipment replacement plan budgets
Facilitates the identification, development, and implementation of long- and short-term strategic initiatives to meet the goals and objectives of the Department, Division and other City Department’s goals that all reflect the City’s mission and City Council priorities
Manage the day-to-day operational and procedural direction and functions of the division
Provide strategic and professional advice to the City Council, City Commissions and other City Departments
Coordinate assigned activities with other Public Works divisions, City Departments, outside agency officials, private contractors and the public
Represent the Division and the Department to interpret, inform and advise the citizens, business community and the general public on projects, policies, systems, procedures and proposals
Develop and coordinate special projects to include research, analysis, development and implementation
Explore new avenues of opportunity for the department through joint project or grant opportunities
Produce written communication, reports, and correspondence for City Council, Commissions, City Manager and the Director
Develop and coordinate projects to include research, analysis, development of plans and specifications and implementation
Serve as Project Manager on various projects
Coordinates with regulatory agencies
Participate in internal and external work groups as a representative of the city
Work flexible hours to attend evening and weekend meetings and events, as needed
Performs other duties as assigned
Coordinates and determines snow / Ice removal operation schedules and activating Snow Emergency notifications using forecasted data
Coordinates with other department Managers and Field Supervisors when all staff are needed for a complete snowplow event. Annual Snow / Ice Budget= $1,440,000.00
Coordinates with Street Field Supervisor the schedules of routine Street, Storm Sewer, Street Sign, and Pavement Marking repairs
Annual Street Maintenance Budget= $3,500,000.00 with 540 lane miles of streets
Annual Storm Sewer Maintenance Budget= $ 3,800,000.00 with 203 miles of storm pipe, and 254 storm ponds, 537 miles of curbing, and 8,869 manholes/catch basins
Annual Street Sign and Pavement Marking Budget= $ 275,000.00 with 7,800 signs
Coordinates and contracts with Electrical Contractors the repairs and maintenance of the Street and Signal Lighting Systems. Including 4,438 streetlights and 88 traffic signal intersections. Annual Budget= $3,180,000.00
Coordinates and contracts with Street Field Supervisor, and Utilities department the 15 miles of street necessary to Mill / Overlay yearly using pavement ratings and utility condition data. Annual Budget= $ 2,900,000.00
Coordinates and contracts with Engineering for the annual MSA Crack Seal project
Coordinates, calculates and contracts, road salt, and fuel needed annually
Coordinates, and calculates with the Public Works Director, the future C.I.P. budget for the 5-year plan for Street, Storm Sewer, Street / Signal Lighting, Street signs, Pavement Markings repairs and maintenance
Communicates with staff and residents to resolve concerns and make corrections to provide excellent customer service
Coordinates with HR and Field Supervisors the interview and hiring process
Qualification
Required
Bachelor's degree in public works or public administration (or equivalent education and experience in street maintenance, fleet management, public works, public administration or related fields)
Five (5) years of related experience
Valid Class D driver's license
Ability to work with multiple projects, tasks and priorities simultaneously
Personal computer experience with general understanding of word processing, database and spreadsheet applications
Knowledge of best practices and skills in the following full range of public works services: administration, planning, contracts management, civil engineering, transportation systems, facilities, water systems, sanitary and storm sewer systems, recycling and solid waste collection, buildings and park facilities, forestry, and vehicle/equipment fleets
Demonstrated ability to lead, influence and motivate people
Strong written and verbal communication skills
Demonstrated ability to establish and maintain effective working relationships with and between co-workers and the public (customers)
Ability to perform under stress and while performing a variety of duties, often changing from one task to another without loss of efficiency or composure
Knowledge of applicable federal, state, and local laws, statutes and regulations
Ability to build cohesive work teams and foster teamwork to achieve solutions to complex community-wide issues
Ability to develop strategic positions and programs to implement and achieve objectives
Ability to use project management tools to effectively deliver public services
Ability to use performance measurement techniques/tactics to measure quality of public services
Ability to communicate clearly, concisely and effectively, both in verbal and written formats with specific emphasis on effective public speaking and presentation skills and technique
Ability to effectively work with commissions, boards, and elected public officials
Ability to professionally exhibit cultural sensitivity, patience, and understanding in the course of work duties
Ability to relate to and work with individuals representing a variety of diverse backgrounds and cultures
Ability to provide a level of customer service that meets/exceeds customer expectation and satisfaction
Read, interpret, and explain local, state and national codes and regulations
Knowledge of and ability to use Microsoft Office Suite and position specific software

Preferred
More than five (5) years of increasingly responsible administrative experience in Public Works, Public Administration, Engineering and/or Parks & Recreation or equivalent experience
Advanced degree in Public Works, Parks and Recreation, Public Administration or related field
Professional Engineer (PE)
Class A or B Commercial Driver's License (CDL)
Advanced technical experience in public works' budgeting and planning software
Previous experience working with diverse populations
Fluency in Spanish, Hmong, Russian, Somali, Lao or Vietnamese language(s)
Experience working with people from various cultural, socioeconomic, racial, and ethnic backgrounds
