Billing Specialist
Bright Minds is a global EPC client seeking an experienced Billing Specialist to support complex, project-based billing for large utility and infrastructure clients. This role focuses on building and issuing detailed invoices for construction and maintenance projects, requiring strong expertise in project billing and reconciliation.

Responsibilities
4-5+ years of hands-on project billing / Accounts Receivable experience within EPC, utility construction, heavy electrical, civil construction, telecom infrastructure, or similar project-based environments
Direct experience building monthly progress billings for large, complex projects, including assembling client-ready invoice packages and required backup documentation
Strong working knowledge of percent-of-completion (POC) billing, including:
Work-in-progress (WIP)
Underbilling and overbilling
Accrued vs billed revenue
Experience billing against contract terms, including:
Unit-rate, T&M, and lump sum structures
Schedule of Values (SOVs), Work Authorizations, and task orders
Approved change orders and scope adjustments
Ability to reconcile invoices to job cost data, including labor, equipment, materials, per diem, and reimbursable expenses
Comfortable partnering with project managers, operations, and accounting to validate progress, quantities, and billable work prior to invoicing
Experience supporting utility clients (T&D, substation, or similar infrastructure projects) strongly preferred
Exposure to utility audits, invoice reviews, and responding to client billing questions a plus
Qualification
Required
