Director of Eligibility Operations(Social Services Program Division Director | Hybrid)
The Connecticut Department of Administrative Services is seeking a Director of Eligibility Operations to oversee the Social Services Program Division. This role involves managing operations, resource allocation, and collaboration with various program divisions to enhance service delivery for clients.

Responsibilities
Directs staff and operations of division
Coordinates, plans and manages program development and all other division activities
Formulates program goals and objectives
Coordinates development of related policy and regulations
Interprets and administers pertinent laws
Evaluates staff
Participates in preparation of division budget
Maintains contacts with individuals within and outside of division who might impact on program activities
Oversees development of state and federal plans and preparation of state and federal reports
Ensures consistency in delivery of related services throughout agency
Monitors program activities and development of related corrective action plans
Ensures technical assistance to agency offices for pertinent programs
Leads the recruitment and hiring of staff, including outreach, interview and selection
Performs related duties as required
Qualification
Required
Ten (10) years of professional experience in the delivery of social or human services programs
Two (2) years of the General Experience must have been in a managerial capacity
Considerable knowledge of and ability to apply management principles and practices
Considerable knowledge of and ability to interpret and apply relevant state and federal laws, statutes, regulations and statistical reporting data
Considerable knowledge of programs administered through department
Considerable knowledge of principles and methods of social services administration
Considerable knowledge of legislative process
Considerable interpersonal skills
Considerable oral and written communication skills
Preferred
Experience promoting trust-based, collaborative team efforts and governance across all aspects of the Division
Experience evaluating the efficiency and effectiveness of operations and service delivery and to oversee the development and implementation of operational improvements
Experience researching, developing and implementing new service delivery models that break from the historical standard operating procedure
Experience partnering with HR and OLR regarding: talent management, succession planning, retention, budgeting, position management, and labor matters
Experience with communicating effectively to a wide range of internal and external stakeholders
Experience with ImpaCT and ConneCT system applications
Experience with the eligibility process for public assistance benefits and services provided by DSS
Experience working with Microsoft Office Suite, including Teams
Experience with benchmarking national trends in service delivery
