Responsibilities
Track expenditures, manage procurement cycles, and ensure compliance with DoD acquisition regulations including DFARs and FA
Perform market research to identify cost-effective procurement strategies and recommend optimizations for supply chain efficiency
Administer chargeback arrangements across Work Orders, based on designated funding strategy and contract alignment
Document all chargeback activities in the centralized license and services ledger to support program-wide visibility and audit readiness
Coordinate across all active Work Orders to track, validate, and consolidate software and service license agreements, including GIS tools (ArcGIS Enterprise, GeoAnalytics), data catalogs and data lake services (Databricks, Notebooks, Unity Catalog), CI/CD platforms (JIRA, GitLab), dashboard/reporting tools, commercial data (Janes, Spire, Vannevar Labs), and cloud infrastructure (GovCloud IL4/IL5 storage and compute)
Support budgeting, documentation, and usage monitoring for all chargeback arrangements
Qualification
Required
US citizenship, along with the ability to successfully pass a basic background check for access to US military bases
Bachelor's degree in Finance, Business Administration, Supply Chain Management, or four (4) years of equivalent experience in procurement analysis
Demonstrated expertise in DFARs and FAR processes for procurement, managing purchase orders, tracking procurement performance metrics, and ensuring budget alignment with operational requirements
Demonstrated experience with acquisition software, federal procurement databases, and financial tracking tools to support compliance with DoD acquisition regulations
Demonstrated experience with cost estimation, contract analysis, and procurement audits
Strong attention to detail and record-keeping skills
Ability to manage and prioritize complex project tasks
Preferred
Certified Professional Contracts Manager (CPCM) or DoD Financial Management Certification
Portuguese or Spanish language skills
Experience with government IT programs and environments
Secret or higher clearance
