Manager, Contracts

The Metropolitan Nashville Airport Authority is seeking a Manager, Contracts to oversee various maintenance department contracts. The role involves managing contractor performance, ensuring compliance with contract requirements, and acting as a liaison between internal and external stakeholders.

Responsibilities

Manages specified major maintenance service contracts which can include custodial services, landscaping, conveyance equipment, waste removal, fencing, pest control, Passenger Boarding Bridges/Baggage Handling System and other operations and maintenance needs as directed
Supervises Assistant Maintenance Coordinators as assigned. This includes Bi-Annual performance reviews and all supervisory duties
Responsible for the daily inspection and monitoring of all work performed under a maintenance service contract to ensure compliance with Contract requirements
Conducts daily review of assigned contract areas to track performance and equipment deficiencies
Measures contract performance using Key Performance Indicators (KPIs). Actively assesses KPI and liquidated damages deductions to monthly contractor invoices
Reviews assigned contract weekly Operation and Inspection Reports for work performed and inspected the previous week and work that is planned for the next week
Ensures assigned contracts are adequately staffed with trained employees to perform all services outlined in the scope of service to MNAA standards
Drafts weekly non-compliance letters/notices of deficiency/requests for correction to assigned contractors, as needed
Prepares monthly reporting to track potential trends of non-compliance discovered during the calendar month. Drafts letters to Contractors regarding trends tracked to establish a plan of action for correction
Conducts weekly/monthly contract meetings with contractors to discuss staffing plans, work in progress, contract compliance issues and any adjustments required to ensure contractor performance in accordance with MNAA’s standards
Prepares quarterly summary report for Purchase Order status/reconciliation on assigned contracts for submission and review by the Maintenance Management Team
Develops and analyzes computerized maintenance management system (CMMS) reports and operational data to make improvements to contract performance, reliability, and operating cost
Develops process and procedures for assigned contracts, as needed. Updates current process and procedure to ensure efficiency and contract compliance in conjunction with other internal business partners
Develops and implements contract compliance tracking tools to ensure contractor services are rendered timely and to scope of work specifications
Ensures contractor compliance with contract required reporting (weekly, monthly, quarterly and annual)
Actively oversees all budgetary aspects of assigned contracts funding. Works with Procurement department and prepares all required internal documentation to properly fund Purchase Orders and create Purchase Requisitions
Assists with drafting scopes of service for current Contracts and those submitted for a Request for Proposal bid process
Ensures contractors submit list of chemicals and description of implementation and quantity of chemicals used in the performance of the contract, along with Safety Data Sheets for each chemical or product
Participates in contract review meetings with Maintenance Leadership
Works with other internal business partners to hold contractors accountable for damage caused while performing contract scopes of service
Works with internal and external business partners for contract specific requests relating to janitorial, landscaping, baggage handling, passenger boarding bridges, conveyance equipment, waste removal, or AOA fencing/gate needs
Ensures vendor/contractor oversight, quality control and contract evaluation meets the project and/or scope requirements
Assists with planning work and assuring that the work is completed
Recommends plans of action to correct maintenance deficiencies, as they arise. Informs Maintenance Management team and internal business partners of issues within the contract
Evaluates the workload between teams and assists with project management
Completes punch walks/contractor walks as needed to ensure projects meet MNAA Maintenance standards
Assists teams with purchase requisition approval, equipment, supply sourcing, and the budgeting process
Develops monthly reports and other documents, such as budgets, maintenance statistics, contractor payments, and contractor-related inventory
Inputs new assets into CMMS and ensures proper financial coding and PM schedule
Collaborates with the Purchasing department to obtain bids for projects exceeding a specified financial threshold in accordance with procurement guidelines
Maintains frequent and open lines of communication with key stakeholders, including airlines, tenants, the Transportation Security Administration (TSA), and other MNAA staff
Reviews and approves correct contractor invoicing
Creates documentation for finance to set up billable work orders and documentation for invoice processing
Attends meetings to maintain airport operation awareness, represents Maintenance Management, as required
Carries out supervisory responsibilities in accordance with the Authority's policies and applicable laws. Responsibilities include interviewing, hiring, coaching/mentoring staff, planning and directing work, appraising performance, termination recommendations and resolving problems
Participates in maintenance department daily operations and responds to after-hour calls
Assists with snow equipment preparation, involved in the coordination and successful execution of needed services during winter events (snow, sleet, ice)
Maintains regular and on-time attendance
Follows all safety regulations

Required

Bachelor's degree in a related field, or In lieu of education, 6-8 years of contract management experience
2-4 years contract management experience
Valid Driver License CLASS D
