Responsibilities
Review complex project plans and construction drawings to identify required permits for facility construction
Acquire excavation, encroachment, and traffic control permits for work in Public and Caltrans Rights of Way
Prepare, submit, and track permit applications through approval
Act as the single point of contact for internal and external permit-related inquiries
Provide approved permits to project managers and construction teams prior to start of work
Communicate with governmental agencies to obtain favorable permit conditions
Develop and maintain strong working relationships with permitting agency staff
Address unfavorable permit conditions and escalate issues as necessary
Coordinate with planners, construction personnel, and internal stakeholders
Track and report permit application status to internal stakeholders
Ensure permit applications are accurate, complete, and submitted on time
Support and monitor new business processes to meet project demands
Mentor entry-level permit and contract specialists
Qualification
Required
Minimum 3–5 years in permitting, construction planning, engineering, inspection, utility design, or project management support
Proven experience acquiring encroachment, excavation, and traffic control permits
Strong analytical, documentation, and data analysis skills
Excellent written and verbal communication skills
Ability to manage multiple priorities in a fast-paced environment
Proficiency in Microsoft Word, Excel, and Access
Associate's Degree required
Preferred
Bachelor's Degree or equivalent experience preferred
