Deputy Director of Office of Addiction and Recovery - Enterprise Director
Minnesota Management and Budget is seeking a Deputy Director for the Office of Addiction and Recovery to lead a team focused on improving the quality of life for Minnesotans through strategic policy and program analysis. The role involves coordinating policies to address substance use and addiction, providing executive management, and collaborating with various state agencies and the Governor's office.

Responsibilities
Manage and direct a team of professional staff to conduct analysis that informs budget, policy, and program administration
Provide guidance, advice, and support to staff as they work with agencies and communicate with legislative and Governor’s staff
Oversee new operational functions and tools; collaborating with internal and other state agency partners to develop and implement plans to embed new policies and processes with current practice
Lead development and implementation of statewide policy, strategy and planning related to addressing substance misuse and substance disorder policies
Coordinate with the Governor's office and agency teams in numerous, multifaceted structures, including communications, policy, public engagement, and execution
Present information about the office of addiction and recovery and related initiatives in public settings and to key partners
Coordinate team resources and statewide strategies with the Office of the Health Subcabinet
Qualification
Required
Six (6) years of experience in health policy, behavioral health, substance use, or addiction recovery programs, including experience in program or policy analysis, planning, and implementation
Demonstrated leadership, which can include any of the following: Experience as a supervisor, team lead, lead worker, or project lead; Completion of a State leadership development program, such as Emerging Leaders Institute (ELI) or Senior Leadership Institute (SLI), or completion of a similar or equivalent leadership program through another organization; OR A paid or unpaid position leading a program or chairing a committee and the experience must include 1+ years of identifying issues, goals, and strategic actions and 100+ hours per year time commitment
Knowledge of substance use, addiction, and recovery issues, including prevention, harm reduction, treatment, and recovery support systems, as well as demonstrated knowledge of federal and state health care and public health funding streams, including Medicaid reimbursement, federal block grants, and State general funds
Demonstrated experience leading and managing professional teams, including recruiting, developing, and supervising staff in complex organizational environments
Experience providing strategic guidance and policy recommendations to senior executives, including agency leadership, government officials, or legislative bodies
Communication and writing skills, including the ability to present complex information clearly to diverse audiences, testify before legislative committees, and represent the office publicly
Demonstrated respect for diversity and a deep commitment to fostering an inclusive and collaborative work environment
A bachelor's degree in public policy, public administration, public health, social work or other closely related field as determined by the agency may substitute for one (1) year of experience. A master's degree substitutes for eighteen (18) months of experience; PhD substitutes for twenty-four (24) months of experience
Preferred
A master's degree or higher in public health, public policy, public administration, health administration, health policy, sociology, or economics
Experience serving in executive leadership roles in state government or large public health organizations
Experience with the State of Minnesota legislative process
