Rehab Program Manager, Community Development

NEOGOV is seeking a Rehab Program Manager for the City of Alexandria, LA, to oversee grant-funded housing and community development programs. The role involves managing program caseloads, assisting clients with applications, and coordinating construction activities with contractors, primarily for economically disadvantaged clientele.

Responsibilities

Performs administrative tasks in managing an assigned grant-funded program caseload; processes and ensures forms are complete for qualifying applicants; receives residential, commercial, or rental rehabilitation, first-time buyer, brownfield assessment, and related applications
Analyzes provided documentation for eligibility, coordinates, and oversees signing contracts and mortgages
Explains programs to applicants and owners; monitors non-profit/sub-recipient progress and status
Performs related financial tasks; processes contractor payments; reviews and approves contractor and subcontractor registrations
Prepares requests for draws from and inputs time-sensitive accomplishments in the federal cash management system
Coordinates testing construction, rehabilitation, and/or demolition activities with contractors; conducts pre-construction conferences; conducts site visits as needed
Schedules and conducts inspections; monitors work in progress; determines compliance with HUD standards
Research ownership, code, and grant management, files, and case history
Compiles statistical data for reports; processes environmental reviews for HUD activities
Coordinates and participates in community meetings; attends City Council meetings as needed
Assists with administrative support tasks for Land Bank, such as research, prepares documents, conducts meetings and surveys, and coordinates non-profits’ and program funding

Required

High school diploma or GED; supplemented by three (3) years of experience with grant-funded programs, paralegal work, mortgage lending banking, abstracting or any equivalent combination of education, training, and experience
Must possess a valid driver's license
Will be required to obtain a valid State of Louisiana driver's license at time of appointment and maintain throughout employment
Will be required to obtain and maintain required certifications
Must obtain within one year of hire the following certificates issued by the Environmental Protection Agency (EPA): Lead Supervisor certification issued by the Louisiana Department of Environmental Quality (LDEQ); and/or Asbestos Supervisor certification issued by the Louisiana Department of Environmental Quality (LDEQ)
Strong Customer Service experience
Comprehension and application of regulations are essential

Preferred

Strong mathematical and complex excel spreadsheets preferred
HUD grant, ownership research / title abstract, or mortgage banking experience is preferred
Construction vocabulary is a plus
