Human Resource Analyst 2
The Commonwealth of Pennsylvania is seeking a Human Resource Analyst 2 to join their Employee Relations and Workforce Support Division. The role involves handling labor relations functions, including reviewing grievances, conducting meetings with union representatives, and providing guidance on collective bargaining agreements.

Responsibilities
Reviewing, investigating, and preparing timely responses to discipline and contract interpretation grievances
Scheduling and conducting meetings with union representatives
Gathering case facts and formulating the agency's position on the matter at hand
Negotiating a successful resolution or settlement
Providing appropriate interpretation to supervisory or managerial personnel on the meaning and method of implementation of collective bargaining agreement provisions
Developing and fostering working relationships with the Unions representing agency employees and corresponding with them on a regular basis to successfully resolve and/or settle contractual and/or disciplinary matters
Participating in and conducting labor/management meetings with union representatives
Acting as a liaison with other programs regarding issues with labor-management implications
Conducting investigatory interviews, fact-finding meetings, and pre-disciplinary conferences
Qualification
Required
One year as a Human Resource Analyst 1 or Equal Opportunity Specialist 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
Two years of analytical experience that includes one year of professional human resource or equal opportunity experience, and a bachelor's degree; or
An equivalent combination of experience and training
You must meet the PA residency requirement
You must be able to perform essential job functions
