Finance Director
Dover Housing Authority is a small public housing authority in coastal New Hampshire seeking a high-level Finance Director to lead the agency's financial health and strategic fiscal planning. The role involves comprehensive management of financial operations, ensuring compliance with HUD standards, and serving as a key advisor to the Executive Director and Board of Commissioners.
Responsibilities
Maintain full and accurate accounting records for nine distinct General Ledgers, including COCC, AMPS, HCV, 1623 SDLP, Addison, HATF, and SOCC
Ensure all financial activities comply with Generally Accepted Accounting Principles (GAAP), U.S. Department of HUD standards, and Financial Accounting Services Board (FASB) guidelines
Manage the accuracy of the general ledger, develop cash flow projections, and oversee the full calendar of accounting activities and reconciliations
Perform monthly examinations of GL accounts and record all necessary journal entries
Oversee more than 25 bank accounts and perform monthly reconciliation of the investment portfolio
Manage and update the chart of accounts for each specific General Ledger entity
Direct all HUD-related accounting and monthly reporting to ensure data integrity and compliance
Prepare data for Annual Operating Subsidy submissions and develop the Annual Operating Budget for all owned and managed properties
Manage monthly data submissions via the HUD Voucher Management System (VMS)
Monitor monthly program funding for Housing Assistance Payments (HAP) and Administrative Fees
Submit required reporting for Capital Fund, ROSS, and PHFSS grants through the EPIC system
Direct LOCCS draw-downs and track organizational utility usage
Oversee bi-annual Davis Bacon reporting and quarterly Section 3 compliance reporting
Lead the planning and execution of the annual independent financial audit for multiple entities
Coordinate the preparation of all financial statements, schedules, and supporting documentation for auditors
Produce detailed monthly financial reports and budget-to-actual comparatives for the Executive Director and Board of Commissioners
Manage quarterly and annual reporting requirements for NHHFA and Evernorth
File Annual Report Certificates with the State of New Hampshire and manage real estate exemption reporting for the City of Dover
Supervise the daily accounting cycle, including resident accounts, payroll, accounts receivable, and accounts payable
Manage the processing of security deposits and work-order invoicing for vacated units
Direct insurance renewals, manage claims, and oversee the filing of non-profit reports and Secretary of State renewals
Lead upgrades and maintenance for financial software systems, including Tenmast
Oversee bi-weekly payroll processing and ensure the accuracy of all employee records within the payroll system
Prepare monthly NHRS contribution data and VOYA deferred compensation submissions
Maintain employee personnel files and manage the administration of health and dental benefit forms
Manage worker’s compensation claims and represent the agency at Department of Labor and health benefit workshops
Submit annual financial reporting to the U.S. Census Bureau and the Bureau of Labor Statistics
Qualification
Required
Education: Bachelor's Degree in Accounting, Finance, or a related field
Experience: A minimum of five to seven years of progressive professional accounting experience. Specific experience in HUD-assisted housing or governmental and non-profit accounting is highly preferred
Technical Expertise: Deep understanding of internal control frameworks and the ability to manage complex multi-entity general ledgers
Software Skills: Proficiency in integrated financial management software and advanced capability in data analysis and synthesis
