Procurement Analyst - Health Plan
Parkland Health is seeking a Procurement Analyst for their Community Health Plan, responsible for vendor procurement and contract support. The role involves developing procurement bids, drafting contracts, and ensuring compliance with policies and procedures.

Responsibilities
Develops and facilitates procurement bids and follows processes to ensure bidding documents and contacts are thoroughly reviewed and sound business judgement is applied
Drafts contractual documents for complex service, supply, long term and/or multi-year agreements, as well as, amendments and renewals. Determines the need for additional contractual protection beyond purchase order terms and conditions
Researches procurement topics, vendors, product and services
Considers multiple elements in contract negotiation including price, schedule, terms, quality, compliance and risk assessment
Acts as a liaison between Business Team, PHHS Supply Chain, Legal, Finance, and other business staff to ensure contract documents and supporting systems are prepared in an accurate and timely manner
Maintains database of all current and expired projects to ensure compliance with Parkland policies and procedures. Adds new contracts appropriately to the database and removes expired contracts to ensure information is up to date
Maintains working knowledge of all pertinent contract terms and provides recommendations for potential contractual modifications
Collaborates with Contracts Manager and various PCHP teams regularly to develop and review contractual metrics and compliance
Establishes and cultivates a positive working relationship with management, vendors, other health plans, employees, federal, state and local agencies, etc., to ensure that all pertinent needs are met
Performs other ad hoc contract duties as directed
Qualification
Required
Bachelor's Degree in Business Administration or a related field
Must have two (2) years' experience in contract development, contract management/administration, purchasing/procurement or supply chain operations experience
Ability to read and understand contracts as they relate to contract administration
Demonstrates a high level of business acumen relative to the global impact of contractual agreements
Proficient in word processing, spreadsheet and database management software packages
Excellent organizational and time management skills
Resourceful in solving problems and maximizing resources
Detail oriented
Excellent verbal and written communication skills
Preferred
Prefer experience in healthcare
