Senior Legal Counsel (Contracts and Procurement)
Tenor Legal is the premier legal services firm known for innovation and excellence across a broad network of talent in the legal industry. They are seeking a senior-level contracts leader to support a mission-driven organization in public health and government programs, focusing on establishing contracting workflows and infrastructure.
Responsibilities
Own and manage the organization’s contracting function, with emphasis on state government and public-sector agreements
Draft, review, and negotiate a wide range of agreements, including subcontracts, program agreements, and special-project contracts
Develop and refine contract templates, playbooks, and workflows to improve consistency, efficiency, and scalability
Serve as a central resource for cross-functional teams on contracting questions, risk considerations, and deal structure
Educate internal stakeholders on how contract terms affect operational execution and delivery
Support procurement-related activities tied to RFPs and state government procurement processes, including contract analysis, risk assessment, and redlining
Identify key issues, exceptions, and negotiation priorities during bid and award phases
Help introduce a more formal procurement and contracting methodology as the organization scales
Apply a pragmatic, state government–savvy lens to contracting — balancing compliance, partnership, and mission delivery
Work closely with Legal leadership, Compliance, Operations, and program teams
Partner with stakeholders throughout pre-award, award, and post-award phases
Operate as a visible, embedded member of the legal team, trusted across the organization
Qualification
Required
JD and active U.S. law license in good standing
10+ years of relevant experience, including substantial exposure to contracts, procurement, and/or public-sector or government-adjacent work
Strong hands-on drafting and negotiation skills — this is not a purely advisory role
Experience with state government contracts or public-sector agreements
Comfort operating in evolving environments where structure is still being built
Ability to balance legal rigor with operational practicality
Preferred
Background in public health, healthcare, education, or public-sector organizations
Experience standing up or refining contracting infrastructure
Familiarity with multi-state operations and varying state requirements
Collaborative, low-ego leadership style with the confidence to own the function
