SENIOR FINANCE & OPERATIONS MANAGER

The State of Arizona's Department of Economic Security is seeking a Senior Finance & Operations Manager to provide high-level leadership and direction for financial, operational, and strategic initiatives within the Division of Child Support Services. The role involves overseeing accounting, finance, and data analytics functions while collaborating with senior leadership to mitigate risks and enhance service delivery.

Responsibilities

Assist with the oversight and management of the Division's accounting, finance, data analytics, information and reporting; accounts payable; contracts; purchasing, facilities, and/or State Disbursement Unit/Clearinghouse
Analyze performance, plan, organize and assign work, establish priorities, and assure that realistic completion schedules are developed, documented, and communicated to all stakeholders
Work with senior leadership to identify and avoid liabilities that may place federal incentives at risk and/or compromise service for clients

Required

Bachelor's Degree in accounting, finance, economics, business, public administration or related field OR five (5) years of professional experience in related fields including social service programs, human service fields, or other public policy
A minimum of two (2) years of supervisory experience in a related field
A valid Arizona driver's license
Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency's ability to reasonably accommodate any restrictions
Arizona Level One Fingerprint Clearance Card
If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver's License Requirements

Knowledge in Federal and State laws, rules, regulations, policies, procedures, goals and responsibilities
Knowledge in Principles, concepts, practices, methods and techniques of government and financial accounting
Knowledge in Internal control structures and fiscal management
Knowledge in Analysis, auditing, review and evaluation tools
Knowledge in Reference materials such as federal regulations, financial research methodologies, management and supervisory techniques and team motivation
Skills in Strong facilitation and active listening skills
Skills in Managing and balancing a wide variety of management and administrative functions
Skills in Supervision including interpersonal skills and imparting knowledge to others
Skills in Being collaborative and flexible with a strong service mentality
Skills in Critical thinking, detail oriented and analytical skills
Ability to Summarize, analyze and interpret large amounts of complex information
Ability to Plan, coordinate, analyze, and establish priorities across multiple assignments

Ability to Demonstrated excellence in managing finance, accounting, budgeting, control and reporting
