Community Services Officer - Part-Time/Seasonal

The City of Hermosa Beach is seeking a community-oriented and driven individual to join our Community Services team. The role involves performing various non-sworn law enforcement duties in support of the Police Department, including parking enforcement and animal control.

Responsibilities

Patrols streets and municipal parking lots and checks vehicles for parking violations
Issues citations for parking violations
Impounds vehicles in certain cases
Collects and transports stray dogs to designated holding facilities
Responds to and investigates complaints of animal nuisance, cruelty, injuries to and by animals, dead animals, and various accusations of non-compliance
Enforces applicable animal control ordinances
Checks animals for licenses
Transports injured animals to appropriate facility
Writes reports and maintains various logs and records
Assist Police with traffic control as needed
Assists the public by providing directions and responding to questions and inquiries
May perform a variety of meter collection and minor meter repair as necessary

Required

Educational achievement equivalent to graduation from high school
Two years of experience in work involving considerable public contact
Possession of a valid Class C California Driver's License with a safe driving record
PC 832 certificate required within one year of appointment
Knowledge of basic law enforcement principles and practices and their application to a wide variety of non-sworn services, operations, and programs including parking enforcement and animal control
Knowledge of basic principles and procedures of record keeping including proper procedures for the maintenance of logs and reports
Knowledge of computers and basic software
Knowledge of basic geography of the City including the location and layout of streets
Knowledge of occupational hazards and standard safety practices
Knowledge of principles and practices of public relations
Ability to perform a variety of non-sworn law enforcement duties including those related to parking enforcement and vehicle abatement
Ability to learn and interpret laws and regulations applying to parking and animal control
Ability to use handheld computerized ticket machines and personal computers as necessary
Ability to explain parking and other ordinances
Ability to maintain records, logs, and files
Ability to handle and control large animals
Ability to deal tactfully and effectively with citizens suspected of violating regulations
Ability to drive vehicles in a safe manner

Educational Allowance: The City agrees that employees who desire to enroll in training and/or academic courses at a State of California approved and/or recognized college or university that may provide the employee with general or specific skills and/or knowledge that contributes to their ability to perform their current position or enhances promotional opportunities shall have their course fees, books, and tuition for any CSU campus rates paid by the city (employee who attend a non-CSU campus will receive up to the average of CSULB, CSUDH, & CSULA), subject to approval of the City Manager.
Vacation Leave: 1-3 Years of employment: 80 hours per year of Vacation Leave
Vacation Leave: 4-5 Years of employment: 96 hours per year of Vacation Leave
Vacation Leave: 6-9 Years of employment: 120 hours per year of Vacation Leave
Vacation Leave: 10-13 Years of employment: 144 hours per year of Vacation Leave
Vacation Leave: 14-17 Years of employment: 168 hours per year of Vacation Leave
Vacation Leave: 18+ Years of employment: 192 hours per year of Vacation Leave
Sick Leave: Employees will accrue 10 hours of Sick Leave per month.
Holidays: The City observes 12 holidays throughout the year.
Deferred Compensation: The City will match an employee contribution up to $25 per month.
Medical: Employees receive up to $1,875.39 per month to purchase medical insurance; premium cost above this amount is paid by the employee.
Dental: Employees receive up to $226.30 per month to purchase dental insurance; premium cost above this amount is paid by the employee.
Vision: Vision insurance is available for purchase
Life: The City provides life insurance in the amount of $50,000.
Short-term Disability and Long-term Disability: The City provides coverage for both short-term and long-term disability.
Employee Assistance Program: The City provides coverage for the employee and eligible dependents.
