Responsibilities

Plan and conduct independent investigations into allegations of discrimination which are of a complex nature and/or which contain multiple issues
Conduct in-house mediations in cases where you are not the assigned investigator, assisting the complainant and respondent parties in reaching a positive resolution to a discrimination charge
Assist with the screening of CID intakes by reviewing the alleged facts and drafted charges of discrimination prior to issuance to ensure proper recitation of claims
Assist with the screening of CID case files by reviewing the charge of discrimination, respondent position statement and rebuttal. After review, recommend a course of action for resolution of the complaint (mediation, investigation or dismissal)
Assist the Complaint Investigation Offices with the planning and development of investigations, developing theories of the investigation, and recommending outcomes/determinations. Review case files as needed to ensure that the evidence collected is sufficient to proceed with the recommended disposition
Identify emerging legal issues from the case files relative to contemporary human/civil rights law, and discuss with the Complaint Investigation Officers as needed
As directed, review completed case files for quality with the goal of ensuring that the investigation was conducted in a uniform manner, and in accordance with contemporary human/civil rights laws
Assist Complaint Investigation Officers with identifying and applying appropriate civil rights case law in order to enforce the Minneapolis Civil Rights Ordinance
Provide training to Complaint Investigation Officers on analyzing and evaluating investigative information and witness credibility determination, and assist the Division Director in the composition and organization of training materials
Assist Complaint Investigations Officers in the preparation of interview documents, correspondence, investigative findings and summaries to ensure that legal standards of proof are developed. Proofread investigative summaries as required
Track the progress of settled conciliation cases and corrective action until all negotiated action items are completed. Draft correspondence concerning non-compliance
Keep abreast of developments in equal opportunity law and other relevant disciplines, as well as social and economic trends pertinent to the real-world applications of the Minneapolis Civil Rights ordinance
Assist in the maintenance of the CID's mediation program, which includes the recruitment of mediators, assessment of mediation procedures and tracking results
Assist with coordination and supervision of CID's interns or law clerks, coordinating the work assignments with the Division Director, and serving as a mentor to the student(s)
Assist in the maintenance of the CID's Conciliation program by coordinating and holding conciliation conferences as needed, and assist with the drafting of settlement agreements and correspondence
Assist with internal and external outreach endeavors as needed, including presenting to internal and external groups on a variety of department mission related topics, and attending community outreach events on behalf of the City

Required

Juris Doctorate Degree or an equivalent combination of training and experience such a bachelor's in business administration, Criminal Justice, or Law and relevant experience
Three years of directly related Civil Rights work experience
