Manager, Licensing and Compliance

The Manager, Licensing and Compliance will lead the regulatory affairs and compliance function, ensuring adherence to state regulations and licensing obligations while providing strategic oversight of regulatory submissions and inspections.

Responsibilities
Lead the preparation, review, and submission of regulatory filings, license applications, renewals, and amendments to state-specific regulatory authorities across all operating jurisdictions
Determine required regulatory submissions or internal documentation for proposed operational or product changes, in collaboration with Legal and cross-functional teams
Ensure technical files, regulatory dossiers, and supporting documentation are accurate, complete, and audit-ready
Oversee protocol reviews to ensure data collection meets regulatory submission requirements
Implement and maintain organized regulatory documentation systems and databases
Ensure all licensing, documentation, and operational procedures comply with state cannabis regulations
Manage and coordinate regulatory inspections, serving as the company’s on-site point of contact, ensuring adherence to state licensing and regulatory requirements
Oversee post-inspection follow-up activities, including corrective action plans and regulatory responses
Lead scheduled audits to ensure ongoing compliance with regulations, internal policies, and company procedures
Analyze regulatory deficiencies, complaints, or inspection findings and develop corrective and preventive strategies
Serve as a primary liaison with state and local regulatory agencies, managing pre-submission strategies, regulatory pathways, compliance requirements, and clarification or follow-up for submissions under review
Advise leadership and cross-functional teams on regulatory requirements for pre-market, pre-license, pre-inspection, and post-approval activities, including labeling and export considerations
Maintain current knowledge of regulatory changes and emerging standards, translating them into actionable guidance for internal teams
Oversee responses to agency inquiries, deficiency notices, or information requests to ensure timely and accurate communication
Lead technical reviews of data, reports, protocols, and documentation to ensure regulatory readiness, accuracy, and scientific rigor
Review and approve product promotional materials, labeling, batch records, specification sheets, and test methods for regulatory compliance
Develop, implement, and update SOPs, policies, and work instructions to align with regulatory requirements and best practices
Coach and train employees on compliance expectations, regulatory requirements, inspection preparedness, and internal processes
Qualification
Required
Bachelor's degree in Regulatory Affairs, Life Sciences, Chemistry, Biology, Business, or a related field required
5–8+ years of progressive experience in regulatory affairs, compliance, or quality assurance within highly regulated industries, including multi-state cannabis operations
Proven experience managing regulatory submissions, licensing, audits, and inspections, and serving as a primary liaison with regulatory agencies
Demonstrated ability to interpret and apply complex regulations and translate them into actionable policies, procedures, and operational workflows across multiple operational areas
Strong track record of developing and implementing compliance programs, SOPs, and employee training initiatives
Skilled in reviewing technical documentation, product labels, promotional materials, batch records, and protocols for regulatory compliance
Excellent leadership, coaching, and cross-functional collaboration skills, with the ability to guide teams across cultivation, manufacturing, distribution, and retail operations
Proficiency with Microsoft Office Suite, including Excel for data analysis and reporting, Word for documentation, and PowerPoint for regulatory and compliance presentations
Ability to obtain and maintain an active Marijuana Enforcement Division (MED) badge in the state of Colorado
Preferred
Master's degree or advanced certification (e.g., RAC, CCEP) preferred
