5+ years expThe City of Long Beach is seeking an experienced and strategic Director of Procurement / Contract Manager to lead all aspects of municipal purchasing, contract administration, and vendor management. This role involves overseeing procurement for all City departments while ensuring compliance with laws and promoting transparency and accountability.
Government Administration
Responsibilities
Oversee the City’s centralized purchasing and contracting functions in accordance with applicable laws, regulations, and City policies
Manage all competitive bidding, RFP, and RFQ processes from development through award
Review, and negotiate contracts to ensure legal sufficiency and protection of City interests
Develop and implement procurement policies, procedures, and internal controls to promote fairness, efficiency, and cost-effectiveness
Collaborate with departments to forecast needs, plan procurements, and ensure timely delivery of goods and services
Monitor vendor performance and maintain positive supplier relationships
Identify cost-saving opportunities and promote strategic sourcing initiatives
Oversee purchasing system modernization and the adoption of electronic bidding tools
Provide training and guidance to departmental staff on procurement compliance and best practices
Coordinate with Finance and Legal departments to ensure proper encumbrance, funding, and documentation of contracts
Qualification
Required
Bachelor's degree in Business Administration, Public Administration, Finance, or a related field
Minimum of five (5) years of progressive experience in a director level managing government, public-sector or not-for-profit procurement, which shall have included contract management responsibilities
Preferred
Master's degree in Business Administration, Public Administration, Finance, or a related field
Certification as a Certified Public Procurement Officer (CPPO), Certified Professional Public Buyer (CPPB), or similar credential
