Responsibilities

Conduct key contracting deliverables including entering workplans into the Statewide Financial System (SFS)
Conducting Vendor Responsibility reviews
Review and reimburse invoices
Monitor grantee progress on meeting performance measures
Draft contracts and move to contract execution
Determine appropriate sources of information; identify the underlying principles, reasons, or facts of information by breaking down information or data into separate parts
Analyze information and evaluate results to choose and/or recommend the best solution; and solve problems
Communicate with individuals inside and outside the organization, using various methods, including written communications and oral presentations, to transmit and acquire information and other duties that support capital or non-capital programs within GMB

Required

Current NYS Department of Health employee with one year of permanent or contingent permanent, competitive, service as a Health Program Administrator, SG18
Current NYS employee with one year of permanent or contingent permanent, competitive, service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the NYS Civil Service Law to Health Program Administrator, SG18, Health Program Administrator Trainee 1, NS, or Health Program Administrator Trainee 2, NS
Six years of experience in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness
Five years of experience in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness
Four years of experience in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness
An associate degree may substitute for two years of experience
A bachelor's degree may substitute for four years of experience
A master's degree may substitute for five years of experience
A doctorate may substitute for six years of experience

Preferred

NYS procurement guidelines, policy and procedure
NYS human resources activities, including recruitment, classification and compensation and appointment
Division of Budget guidelines and State Finance Law
Project Management
Procurement, Human Resource, Account Payable and Budgeting
Use of the Statewide Financial System (SFS)
Proficiency in the use of Word, Excel, Access, and PowerPoint
Ability to work well with a team and manage multiple competing priorities is required
Strong written and verbal communication skills
