Responsibilities

Ensures operational and administrative compliance with laws, rules, regulations, standards, state licensing/credentialing, etc. affecting the provision of medical, dental, mental health and rehabilitation services to offenders
Preserve offenders' right to legally mandated healthcare by ensuring appropriate and cost-effective utilization of medical resources and personnel
Establishes systems for the coordination of care among multi-disciplinary health care providers
Protects the general public and ensures the safety of staff and offender rights to healthcare services
Provides fiscal and budgetary oversight which includes approving purchase requisitions, P-Card purchases, mid-level provider on-call remuneration, and operating supplies
Supervises, coaches, and mentors staff by developing performance plans, conducting performance reviews, and completing performance evaluations per CDOC regulations, and resolves complaints/grievances at the informal level
Ensures staff compliance with the offender grievance process, offender co-pay, electronic data entry, and information systems requirements
Serves as the single point of contact for all inquiries from the Regional HSA, DOC Public Information Officer, family members, attorneys, and other offender collateral parties
Ensures that the Chief Medical Officer, Chief of Clinical Services, and Regional Health Services Administrator are notified of all medical sentinel events, reportable incidents, deaths, and health outbreaks
Ensures subpoenas and other court orders are referred to the DOC Medical Records Administrator within the appropriate time-frames
Develops and/or implements quality management program consistent with department policy guidelines
This position may be required to participate in restraining an offender primarily for medical reasons

Required

Applicant must have at least nine (9) years of professional experience providing direct patient care or managing patient care in a clinic that provided medical services
Applicant must have a combination of education from an accredited institution in Nursing, Healthcare Administration, Healthcare Management, Health Management and Policy, Health Services Administration, or Hospital Administration AND professional experience providing direct patient care or managing patient care in a clinic that provided medical services equal to nine (9) years
Ability to supervise and provide staff leadership to include staff development, mentoring, coaching and performance evaluation
Excellent verbal and written communication skills
Ability to provide direct patient care to offenders
Ability to adapt, innovate and lead in a fast paced environment with competing priorities and excellent organizational skills
Ability to problem solve and think critically to effectively resolve issues
Exceptional interpersonal skills with the ability to collaborate effectively across facility programs and with internal and external stakeholders
Leadership: ambitious, operationally-focused and results-driven leader
Ability to effectively manage clinical operations while ensuring health-care measures are met
Advanced clinical skills

Must be 21 years of age
Possess a valid driver's license
Possess a high school diploma or GED
Have NO felony convictions
Applicants must be legally eligible to work in the United States to be appointed to this position
Successfully pass all modules of the 6 week Colorado Department of Corrections Basic Training
Possess the physical ability to successfully complete Defensive Tactics
Will be exposed to Oleoresin Capsicum during Basic Training and will be exposed while on assignment
Must be able to see and hear in order to observe, address and respond to potential breaches in safety and security
Seize, hold, control or subdue violent or assaultive persons and defend oneself or others to prevent injury
Demonstrate body agility, strength of all four limbs and the ability to walk and climb stairs consistently
Work in situations involving assaultive behavior, physical control of another person and/or restraint situations
Deal with individuals with a range of moods and behaviors, utilizing tactfulness and a congenial, personable manner
Work with people of the opposite sex, diverse racial ethnic groups, mentally ill and emotionally disturbed inmates
Communicate by talking, listening and/or signaling people to convey or exchange information, assignments
Work in an environment with fluctuating noise and temperature (hot and cold) which may include working outdoors in inclement weather and/or concrete floor/wall work settings
Willing and able to travel
Willing and able to work various shifts, days, afternoons, graveyards (nights) which includes a rotating shift schedule
TB (tuberculosis) screening is required of all new employees upon hire
Successful completion of a background investigation is required

Preferred

A current, valid license as a Registered Nurse from the Colorado Board of Nursing, or any state participating in the Enhanced Nurse Licensure Compact (eNLC)
At least one year of nursing supervisory experience at a level which provided oversight of a medical program
Experience providing operational oversight of a multi-disciplinary health care program that provided medical and behavioral health services
Experience supervising medical and behavioral health staff
Fiscal and budgetary experience
Nursing experience in a correctional environment
