SAFETY AND OCCUPATIONAL HEALTH SPECIALIST (TITLE 5)

Responsibilities

Performs a broad range of safety and occupational health duties in one or more areas of safety and occupational health
Conducts safety and occupational health surveys of facilities and equipment related to the full range of work operations
Evaluates a variety of complex, unconventional safety and occupational health problems or circumstances such as playground equipment and base traffic patterns
Advises supervisors, and/or safety representatives on appropriate measures to eliminate or control hazardous operating procedures or conditions
Conducts follow-up inspections to ensure violations and hazards are corrected
Ensures safety concerns are addressed throughout the contracting process with contracted services
Plans and carries out formal investigations of reportable and non-reportable mishaps involving personal injury accidents, property damage, covering a wide range of work operations
Compiles and analyzes mishap data, identifies trends, provides managers with mishap/trend analysis data, and assists them in developing programs to reduce mishaps
Prepares formal reports using the Air Force Safety Automated System (AFSAS) program. Uses statistical data to prepare charts, tables, and reports. Based on observed trends, recommends and implements training aimed at mishap/accident prevention
Develops specialized operating practices, modifying or departing significantly from standard techniques when necessary, based on interpretation of policies, standards, and regulations
Reviews and revises local procedures as necessary
Reviews plans and specifications for new construction, major building alterations, and/or changes in installation equipment and monitors project through completion to ensure compliance with safety codes and standards
Recommends design changes not included in the original plan and provides technical recommendations to eliminate or control safety hazards in the repair and maintenance of installation facilities and equipment
Maintains required course records
Performs other duties as assigned

Required

Must possess experience, education and/or training which provided you with a good understanding of administrative methods for accomplishing the work of an organization
This experience must reflect the ability to analyze problems, come up with practical solutions, and to communicate effectively with others
Must possess at least one year of specialized experience at the GS 09 grade level or equivalent
Provided the ability to perform periodic/unscheduled inspections of base facilities, warehouses, and equipment maintenance operations and evaluated compliance with applicable regulations and hazard system
Recommended measures and methods to correct safety and occupational health deficiencies
Participated in planning for testing of munitions, and assured integration of explosive safety criteria in testing procedures
Reviewed test implementation directives for inclusion of appropriate safety criteria
This specialized experience must also include preparing supplements to regulations and manuals for aircraft weapons safety and developed local regulations defining applicable mishap prevention procedures
United States Citizenship is required
Males born after 31 December 1959 must be registered for Selective Service
Participation in direct deposit is mandatory
Failure to complete management prescribed courses for full-time support personnel within the first year of employment or assignment, may be cause for reassignment or termination
Federal employment suitability as determined by a background investigation
Position is subject to the provisions of the DoD Priority Placement Program
Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission
Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position
The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible
Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established
Temporary appointments are subject to termination at any time
This position can be filled up to four years if funds are available to support it
In the event a permanent (Tenure 1 or 2) or indefinite (Tenure 3) employee is selected, and is willing to accept the temporary appointment, that employee will relinquish permanent or indefinite status
