Deputy Chief Financial Officer (WMS3)
The Department of Revenue (DOR) is seeking a Deputy Chief Financial Officer to ensure financial accountability and oversight while assisting the CFO in leading the agency's financial operations. This role involves managing financial reporting, accounting, and distributions to various state fund accounts, as well as providing strategic financial guidance to support the agency's mission.

Responsibilities
Leads the agency's financial accounting so that the agency has a roadmap and proper transparency of agency funds. This includes the processes that are required for financial risk management, financial data analytics, establishing and monitoring internal controls, and accurate financial reporting. The expected outcome of this responsibility is accurate, reliable financial data and transactions, including timely communication of financial results to support the agency's mission. Applying advanced management skills, government operational acumen, and experience that demonstrate responsibility for financial analysis of all revenues and receivables totaling more than $41 billion dollars
Anticipates and identifies financial problems; create solutions; inform critical independent, strategic financial decisions; and develop financial contingency plans
Analyzes problems, identifying solutions, project consequences of actions, and implement actions to support the agency and program goals
Participates in inter-agency work groups that develop overall policy by evaluating and making recommendations regarding the fiscal aspects of program changes
Presents financial presentations to staff, Executive Team, State Treasurer’s Office, Office of Financial Management, and State Auditor’s Office
Evaluates and makes recommendations regarding the fiscal aspects of the program changes
Accounts for and verifies the state fund distributions and send the correspondence along with the funds to the proper state fund entity
Responsible for accurate analysis of trend revenue reports for the Economic Forecast Council that uses this data for forecasting Washington State quarterly forecasting report. The critical impact of the data provided affects all general fund dependent agencies and programs. This role must strategically approach the complex data process collection, review and analysis to ensure accuracy due to the high and vast dependency this data has for the general fund. This role may assist in presentations to external stakeholders including the Governor's Office, legislators, and the Office of Financial Management regarding the components of the data and must understand the flow of the funds that come from multiple revenue sources
Administers and provides oversight for all agency financial analysis reporting and reconciliations. This requires strategic leadership of internal controls and validation. This position is a key point of contact for external annual audit reviews and responses
Leads the financial process and team that has a direct impact on all (1464) employee financial reimbursements, payroll, leave and benefits
Recommends and assists with setting and adhering compliance with financial policies and procedures that include State and Federal laws, regulations and accounting principles. Coordinates with and provides financial expertise and advice for agency management and divisions so that the agency follows correct accounting principles, accurately reports revenue, and manages risk
Utilizes a wide collection of expert knowledge in multiple disciplines such as audit function requirements, cash handling methodologies, internal control processes, financial reporting, and data analytics with the ability to understand, articulate and implement solutions that ensure an overall strong financial position for the agency
Ensures compliance with the Payment Card Industry (PCI) and cash handling policies for the agency. Compliance for credit card handling and cash handling has stringent controls and accountability that require a thorough and broad understanding of these functions. These functions have audit reviews by separate entities external to the State Auditor's Office
Conducts an annual financial risk assessment, ensuring internal controls are appropriate and testing the controls to ensure the accurate management of financial risks
Supports the One Washington Project, the replacement of the State's core financial system. Ensures the agency's financial operational processes are evaluated and adjusted prior to implementation of the new statewide accounting system
Supervises two WMS Band 2 level managers in Treasury Management and Accounting
Qualification
Required
Three years of management experience in financial operations or related management experience
Expert knowledge of advanced general ledger accounting functions, Generally Accepted Accounting Principles, Generally Accepted Auditing Standards, federal and state laws, and rules governing compensation and pay (e.g., Fair Labor Standards Act and the State Budget and Accounting Act)
Exceptional ability to present complex financial information to diverse audiences, including executives, legislators, and others
Advanced level knowledge and ability to apply financial data analytics
Experience managing a workforce within a collective bargaining framework and the financial practices within unionized environments
Demonstrated experience of decision making in financial disciplines
Demonstrated experience implementing accounting standards and guidelines, policies and regulatory and statutory requirements
Knowledge and ability to work within labor union collective bargaining agreements, civil service rules and other labor law requirements
Management skills and experience with organizational management and management practices to include all aspects of process improvements, staff development, communication and team building
Demonstrated experience and ability to plan, direct, implement, monitor, and evaluate the functional and technical components of financial services
Ability to direct, inspire and motivate staff and manage the department's financial services
Experience in consulting and advising executive management on financial decisions, solutions, and policies
Knowledge of and ability to apply advanced principles and technologies of accounting, business and finance, financial data analytics, as well as state and federal laws, regulations, and policies
Management skills to lead, support, motivate, mentor and train financial professional and technical staff
Skills to successfully ensure compliance with agency financial policies and procedures
Knowledge of risk management and risk finance
Adaptability and flexibility: Solve problems, consider different perspectives, and find new, creative ways to accomplish work. Adapt easily to changing needs, conditions and work responsibilities.
