Program Analyst

Nakupuna Prime is seeking a Program Analyst to support the Assistant Secretary of the Navy for Research, Development, and Acquisition at the Pentagon. Responsibilities

Maintain daily liaison with Flag and SES level managers and receive and process incoming correspondence, reports, and instructions
Utilize DON correspondence tracking systems (e.g., ETMS2) to manage all SECNAV, OSD, and other external organizational taskers to include but not limited to Congressional taskers, instructions, notices, manuals, and acquisition correspondence
Handle classified material and documents of varying security classifications in accordance with the security classification manual or DoD or DON security documentation
Conduct studies, provide analyses and evaluations that provide organized, analytical assessments and evaluations in support of decision-making, management or administration, acquisition of models, methodologies and related software supporting studies, analyses or evaluations
Provide acquisition research and development or program management within specified areas to include requirements definition, specification, detailed design, design review, documentation and testing, analyzing cost schedule variances, interpreting statutes, regulations and/or policy statements
Prepare draft responses to actions in a variety of formats including email, internal memoranda, and official correspondence using congressional or DON and DoD formats
Prepare pre-meeting reviews, coordinate meetings, attend meetings, provide minutes for government approval, and track action items
Coordinate, collect, consolidate, and analyze information in support of office. Prepare reports and presentations to support action officers. Conduct director-level action item tracking. Coordinate with directors and external agency personnel to facilitate completion of action items
Draft briefings and concept papers by compiling data and coordinating inputs
Schedule and manage internal and external meetings, teleconferences, and program reviews
Manage and maintain quality control of official files and shared online library, in accordance with DON guidelines
Manage all aspects of onboarding and the checkout of personnel to include permanent staff, rotational staff, and visitors
Track key IT assets for respective offices
Assist with escort requirements
Assist with the planning and coordination of official Navy ceremonies

Required

5 years relevant acquisition experience with an emphasis on participating in acquisition research and development or program management within specified technical or operational areas to include requirements definition, specification, detailed design, design review, documentation and testing, analyzing cost schedule variances, interpreting statutes, regulations and/or policy statements
Proficient in Microsoft Office and DoD/DON tasker systems (e.g., ETMS2)
Bachelor's degree from an accredited university or college, or equivalent with a combination of education and experience
Active Secret clearance
Must be a U.S. citizen
Outstanding verbal and written communication skills, especially with high level stakeholders
Experience interpreting DoD or Navy acquisition statutes, regulations and/or policy statements and demonstrated understanding of the acquisition process
Proven track record in project management, including managing complex multi-stakeholder tasks and deliverables, and evaluating business operations and processes to determine effectiveness
Self-motivated and self-monitoring, exceptional oral and written communications, and ability to multi-task
Excellent organizational skills and attention to detail
Experience editing technical documents to ensure proper format, grammar, and style
Highly proficient in Microsoft Office Suite, including Word, PowerPoint, and Excel

Preferred

Correspondence management experience is preferred
Experience working in an Echelon 1 organization and working with SES/FO/GO is highly recommended
