Sr. Manager, Quality Management - Deputy Director

This strategic leadership role is responsible for ensuring the highest standards of quality, compliance, and customer satisfaction while managing quality teams and fostering a culture of continuous improvement.
Responsibilities
Direct and manage quality engineering staff, inspectors, and other quality personnel to achieve organizational quality objectives
Develop and execute strategic quality plans aligned with business unit goals and customer requirements
Establish quality performance metrics, KPIs, and dashboards; conduct regular performance reviews with leadership
Lead workforce development initiatives including training, mentoring, and succession planning for quality personnel
Manage quality department budget, resources, and capital equipment requirements
Design, implement, and maintain Quality Management System (QMS) in accordance with AS9100, ISO 9001, and customer-specific requirements
Ensure compliance with FAA, DoD, NASA, ITAR, and other applicable aerospace and defense regulations
Oversee document control systems to ensure proper management, revision control, and retention of quality records, specifications, procedures, and work instructions
Lead internal audits, external audits, and regulatory inspections; manage audit findings and corrective actions
Maintain certifications and registrations required for business operations
Establish standards, methods, and procedures for inspecting and testing rocket propulsion systems, assemblies, and components
Oversee first article inspections, in-process inspections, and final acceptance testing activities
Ensure precision measurement and calibration programs meet industry standards and customer requirements
Review and approve inspection plans, test procedures, and acceptance criteria for new and existing products
Validate inspection equipment, gauges, and test systems for accuracy and capability
Lead Material Review Board (MRB) activities for dispositioning nonconforming materials and products
Conduct and oversee root cause analysis for discrepancies related to assembly, process, mechanical, electrical, and electro-mechanical systems
Analyze field data, customer complaints, and production nonconformities to identify systemic issues
Develop and implement corrective and preventive action (CAPA) plans to eliminate quality defects
Track and report on effectiveness of corrective actions and closure of quality issues
Facilitate Process Failure Mode Effects Analysis (PFMEA) and Design FMEA activities with cross-functional teams
Identify quality risks in manufacturing processes and implement mitigation strategies
Drive continuous improvement initiatives using Six Sigma, Lean, and other quality methodologies
Analyze quality cost data and implement cost reduction initiatives while maintaining product integrity
Lead change management processes to ensure quality is maintained during process modifications
Serve as primary quality contact for customers on program-specific quality matters
Participate in customer quality reviews, audits, and program management meetings
Respond to customer quality inquiries, concerns, and corrective action requests
Present quality performance data and improvement initiatives to senior leadership
Coordinate with Engineering and Manufacturing to resolve customer quality issues
Oversee document control operations ensuring compliance with AS9100 and customer requirements
Ensure proper creation, approval, distribution, and archival of quality documentation
Manage configuration control of quality procedures, work instructions, and inspection documents
Maintain traceability of quality records from raw materials through final product delivery
Implement electronic document management systems and ensure data integrity
Ensure retention and retrieval systems meet contractual and regulatory requirements
Manage quality cost accounts and budget allocations for the facility
Track cost of quality metrics including prevention, appraisal, and failure costs
Identify opportunities to reduce quality costs while improving product reliability
Provide financial reporting on quality performance to site leadership
Qualification
Required
Bachelor's Degree and minimum 12 years of prior Quality experience. Graduate Degree and a minimum of 10 years of prior related quality experience. In lieu of a degree, minimum of 16 years of prior related quality experience
5+ years of experience directly managing a Quality Engineering or Quality Organization
2+ years managing site certification with AS9100, ISO 9001
2+ years of experience with inspection methods, precision measurement, and calibration systems for aerospace components
Ability to obtain a U.S. Secret Security Clearance
Preferred
BS in an Engineering or Management related discipline
Master's in engineering or Business
Quality experience in the Aerospace and Defense industry
Knowledge of engineering and production processes used to design, develop and produce solid rocket propellant systems and sub-systems
ASQ Certified Manager of Quality/Organizational Excellence
ASQ Certified Quality Engineer
Experience working with DCMA and government contracts
Proven track record leading Material Review Board (MRB) activities and nonconformance resolution
Experience with AS9100, ISO 9001, and other aerospace quality management system standards
Background in document control systems and configuration management practices
Experience interfacing with government customers (DOW, NASA, FAA) and managing customer quality requirements
Experience with quality cost management and budget administration
