Responsibilities

Provide technical expertise in preparing engineering plans, specifications and cost estimates
Conduct preliminary, intermediate and final contractual inspections
Review engineering plans and specifications for compliance with federal and state regulations
Participate in the construction planning process by investigating proposed projects to obtain field data
Develop and produce engineering specifications and cost estimates using specification guides and engineering handbooks
Furnish sketches and layouts supplemented by verbal or written information for preparation of drawings
Prepare modification/alteration design specifications considering existing structures and utilities
Apply practical knowledge of engineering methods, techniques, architecture, and historical project data to ensure project requirements are complete
Coordinate with professional engineers, field specialists, safety personnel and journeyman craftsmen to develop specifications and drawings
Conduct construction inspections to ensure contractor compliance with engineering plans, specifications, contractual obligations, and governing laws and regulations

This is an excepted service position that requires membership in a compatible military assignment in the Michigan Air National Guard, required prior to the effective date of placement
Selectee will be required to wear the military uniform
Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment
Applicants who are not currently a member of the Michigan Air National Guard must be eligible for immediate membership and employment in the Michigan Air National Guard in the military grade listed in this announcement
Males born after 31 December 1959 must be registered for Selective Service
Federal employment suitability as determined by a background investigation
May be required to successfully complete a trial period
Participation in direct deposit is mandatory
Must have a valid civilian driver's license
Must be able to obtain and maintain the appropriate security clearance of the position
Position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position
Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission
Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day

Must have 1-year equivalent to at least next lower grade level experience, education, or training with knowledge of basic standard engineering principles, methods and practices
Experience reading and interpreting engineering and architectural plans and specifications
Experience planning, scheduling and supervising; exercising initiative and sound judgment
Experience using a variety of inspection techniques and practices to determine compliance with plans and specifications
Two full years of graduate education or a master's degree meets the requirements for GS-9
You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position

Preferred

Certification by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience
