Program Manager I / Third-Party Tester Body Camera Manager - 184506
The South Carolina Department of Motor Vehicles is seeking a motivated and innovative Program Manager to join their Office of Inspector General/Audit & Compliance Unit. The role involves managing the CDL Third-Party Tester Body Camera Program, overseeing operations, training employees, and ensuring effective equipment use and compliance.

Responsibilities
Direct and manage project design, implementation, and maintenance within the CDL (Commercial Driver’s License) Third-Party Tester (TPT) Body Camera Program
Plan, direct, coordinate, and oversee the operations of the CDL TPT Body Camera Program to include managing, training, and coordinating training for a small team of employees
Manage equipment setup and distribution to third-party examiners
Procure resources to execute the program including working with vendors and agency Information Technology Department
Educate third-party examiners on equipment and software usage, care, maintenance, and related policies and procedures
Oversee inventory and maintain accurate records of equipment assignments
Provide technical support to end users and work with vendors and IT to resolve equipment issues
Monitor usage of body cameras and tablets, evaluate test administration, report findings, and make recommendations
Create, maintain, and distribute statistical reports
Provide information and updates to management and stakeholders
Attend legislative, public, stakeholder meetings and present information
Attend and participate in court hearings as needed
Performs administrative and other related duties
Qualification
Required
A bachelor's degree and relevant experience. An equivalent combination of education and experience may be accepted with prior approval
Must have a valid South Carolina Driver's License (Class D) and be at least 21 years of age
Must successfully complete a CDL Examiner Training Course within three months of being hired
Ability to manage team of employees and day-to-day workload
Experience with project management
Proficient in using a variety of applications, operating systems, protocols, and equipment
Knowledgeable in network services, data communications, and troubleshooting computer hardware and peripherals
Must have excellent oral and written communication, interpersonal, analytical, problem-solving, and organizational skills
Ability to interpret and apply rules and regulations, create presentations, and prepare reports
Works independently with limited supervision. Must be able to manage work, use independent judgment, and provide monitoring and guidance to subordinates
Job is at the Blythewood Headquarters location but requires extensive travel throughout the state including overnight stays
Normal hours are 8:30am to 5:00pm Monday through Friday but occasional work outside these work hours and weekend hours may be necessary
Physical requirements include lifting up to 30 lbs. and bending, crawling, climbing as needed
Preferred
A bachelor's degree and experience with information systems and applications, installation, operation, or related IT experience
At least one year experience in direct end-user support
Experience implementing, designing, or managing programs
Certifications like PMP, CAPM, A+, Network+, Dell, or Microsoft are highly desirable
Knowledge of federal and state laws and regulations related to commercial driver's licensing is preferred
