Responsibilities

Lead the end-to-end subcontracting process, from sourcing and request for proposal (RFP) activities to negotiation, award, and closeout
Ensure strict adherence to FAR/DFARS, ITAR, and company policies throughout the subcontract lifecycle
Serve as the primary interface with suppliers to monitor technical performance, quality, cost, and schedule metrics
Align subcontract deliverables with program objectives by collaborating with engineering, quality assurance, and operations teams
Manage budgets and monitor Earned Value Management (EVM) data to ensure program milestones are achieved within cost constraints

Required

Bachelor's degree in Supply Chain Management, Business Administration, Engineering, or related field
Minimum 10 years of progressive experience in supply chain, procurement, program management, or engineering within a U.S. Government contracting environment
Demonstrated experience managing subcontracts under U.S. Government contracting regulations (FAR, DFARS, ITAR)
Proven success in negotiating complex government subcontracts and managing supplier performance
Proficiency in Earned Value Management (EVM) principles
Extensive background in a high-volume defense manufacturing environment is essential
U.S. Citizenship required
Ability to obtain and maintain a U.S. Government Secret (or higher) Security Clearance

Preferred

Professional certifications such as CPCM, CFCM, or PMP, preferred
Experience with Cost Accounting Standards (CAS), preferred
Proficiency with ERP/MRP systems such as SAP or Oracle, preferred
Experience using Microsoft Project, preferred
