Permitting Systems and Operations Manager
Lucas County is seeking a Permitting Systems and Operations Manager to oversee the department’s digital platforms and manage permit-related technology. The role involves maintaining workflows, ensuring data accuracy, and supporting administrative functions, while driving innovation through technology for continuous improvement.

Responsibilities
Administer, maintain and update permitting and permit related to digital platforms
Configure and update permitting workflows
Ensure data accuracy and reliability by applying best practices in data quality control and data quality assurance
Comply with organizational database guidelines and policies set by the system administrator
Serve as a point of contact for the permitting system administrator
Participate in coordinating, testing, and performing implementations, upgrades, and migrations of software programs
Serve as point of contact for permitting software vendors
Train internal staff and customers on building regulations software and provide ongoing support
Oversee permit intake workflow and ensure database reflects current operational procedures
Maintain compatibility with other County and external data systems (GIS, Finance, etc.)
Regularly update department webpage and maintain accurate public-facing information
Operate and manage department’s social media platforms for timely announcements and public engagement
Ensure accuracy, clarity, consistency, and compliance with County policies in all posted content
Oversee department staff, direct work, and ensure performance standards
Assist Director / Chief Building Official with budget planning, payroll, financial reports, and grant documentation
Compile and prepare a variety of reports and dashboards (monthly, ad-hoc, compliance, and annual) for internal and external stakeholders
Monitor contracts and assist with procurement, requests for proposals, and interdepartmental communications
Lead or support special initiatives related to permitting process improvements
Identify process efficiency opportunities using technology and continuous improvement practices
Additional duties as assigned by the Director / Chief Building Official
Qualification
Required
Associate degree in data science, Geography, Computer Science, Information Systems, Public Administration, Business Administration, or a related field
One (1) year experience in developing processes to improve productivity and efficiency
One (1) year supervisory experience
Demonstrated ability to think critically and logically to solve complex problems
Must have and maintain a valid driver's license and driving privileges in order to maintain employment
Outstanding analytical, communication, and problem-solving skills
Good communication skills, both verbal and written
Outstanding ability to balance strategic vision with meticulous attention to detail to interpret highly technical documents
Establishing and maintaining effective working relationships with others
Analyzing situations and recommending corrective measures and solutions
Analyzing and revising work methods to increase efficiency
Considerable skill in managing multiple tasks simultaneously
Considerable skill in recordkeeping and report writing
Digitally literate with skill in the operation of a computer, database usage and internet communication devices; working skill in organizing time and materials
Experience with database systems and report generation
Proficient with Microsoft Office Suite, Adobe, social media platforms and web content management
Ability to work independently and collaboratively with diverse stakeholders
Preferred
Experience with building department permitting software
Knowledge of construction industry terms/methods/construction documents preferred
Experience with Permitting software such as City Works, Project docs and remote inspection software, etc
Familiarity with ESRI Products, specifically ArcGIS Pro and related applications: ArcGIS Desktop 10.x, ArcGIS Pro extensions (Network Analyst, Spatial Analyst), and Portal for ArcGIS
Experience creating, deploying and maintaining web-based GIS software using ESRI ArcGIS Online and related applications
