PROGRAM ANALYST
NAVWAR is seeking a Program Analyst to join the Manpower Department of the Naval Service Training Command at Great Lakes. The role involves analyzing manpower and personnel operating procedures, evaluating management data, and drafting process improvement plans to enhance operational effectiveness.

You will evaluate management data, reports, or other information to identify improvements in the effectiveness of operations
You will draft process improvement plans, goals, or objectives for implementation
You will operate software systems (e.g., Microsoft Excel, Power Point, Word, Project, SharePoint) to prepare reports
Qualification

Must be a US Citizen
Must be determined suitable for federal employment
Must participate in the direct deposit pay program

Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326

You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites
You must be able to travel on military and commercial aircraft for extended periods of time
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-07) grade level or pay band in the Federal service or equivalent experience in the private or public sector for GS-09
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector for GS-11
Specialized experience must demonstrate the following for GS-09: 1) Assisting in the collection and analysis of civilian workforce data and tracking of personnel strength, assessing staffing levels, identifying trends or gaps; 2) Assisting in providing information and support to managers and employees on civilian personnel processes such as performance management, hiring actions, and awards, referring complex issues to higher-level staff; 3) Applying established local and higher-level personnel policies, procedures, protocols, directives, and instructions to complete assigned tasks; 4) Organizing and prioritizing assigned work, while responding to routine customer inquiries, and requests for information, and meeting deadlines while supporting multiple ongoing projects
Specialized experience must demonstrate the following for GS-11: 1) Developing, collecting, analyzing, and tracking civilian personnel, assessing staffing levels, identifying gaps, and recommending actions to support organizational workforce requirements; 2) Developing briefings and recurring reports, presenting manning issues to higher echelon personnel; 3) Advising managers and employees on the processes for civilian personnel, performance management, hiring actions, and awards etc.; 4) Interpreting, analyzing, and applying local and higher echelon personnel policies and procedures, protocols, directives and instructions; 5) Balancing multiple priorities, responding to customer inquiries and requests for information, and projects with conflicting deadlines
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience for GS-09: Successful completion of a master's or equivalent graduate degree; or Successful completion of two full years of progressively higher-level graduate education leading to a master's degree; or Possession of an LL.B. or J.D. that is related to this position being filled; or A combination of experience and graduate education as described above that equates to one year of experience
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience for GS-11: Successful completion of a Ph.D. or equivalent graduate degree; or Successful completion of three full years of progressively higher-level graduate education leading to a Ph.D.; or Possession of an LL.M. that is related to this position being filled; or A combination of experience and graduate education as described above that equates to one year of experience
