Responsibilities

Prepare, analyze, negotiate, interpret, and communicate information regarding contractor reviews, bid proposals, negotiations, bid awards, and execution of contracts with intermediate complexity and associated risk
Partner with stakeholders to ensure resource needs are met through accessing and sourcing contractor needs, negotiations, bids, and executing contract fulfillment
Complete sourcing processes for high-risk projects and contracts. Deliver sourcing process and projects on time and within budget
Gather, analyze, and prepare recommendations on sourcing strategies, practices, and procedures
Act as the project manager to direct and coordinate assigned objectives, administering, and reviewing contracts
Assess and analyze contractor needs to develop resource solutions for stakeholders
Maintain contractor database and research new contractor agencies available across ONE Gas territories. Identify and attract qualified and diverse contractors to bid on ONE Gas projects
Determine scope of work for contractor needs to ensure appropriate bidding of jobs. Host bid meetings based on the scope of work determined
Negotiate contract terms and provisions on existing contracts as needs change to current stakeholder projects
Utilize discretion and knowledge to interpret legal documents and to ensure compliance with contract terms and federal and state regulations
Collaborate with various stakeholders and outside contractors to clearly present work requirements of various bids and contracts
Ensure compliance with all company standards, tariffs, policies, and procedures including complying with insurance requirements to satisfy the company risk management matrix
Present bid options and contract terms to stakeholders and provide direction on final bid selection
Regular and reliable attendance is required in performance of job
Employee may be required to perform additional duties as assigned

Required

Bachelor's Degree Business Administration or another related field, or an equivalent combination of formal education and the following job-related experience
Experience reading, understanding, and interpreting legal descriptions and documents, contracts, bid proposals, industry and governmental regulations, forms, manuals, publications, and correspondence
Demonstrated ability to research, analyze and prepare bid proposals and negotiate contract terms
Experience with application of basic math and algebraic formulas used in calculations and various spreadsheet applications
Experience in the use and function of tools and equipment applicable to the position including computers and Microsoft Office products to include excel spreadsheets and word processing software
Experience interacting, negotiating, and communicating effectively
Demonstrated ability to interact, advise, and communicate with other departments to achieve desired results
Demonstrated ability of data analytics
Experience conducting internal and/or external research and preparing contracts, records, reports, and correspondence
Ability to solve more complex problems and adapt to situations with limited standardization
Demonstrated ability to read and write fluently in English
Minimum Applicable driver's license
Minimum of 2 yrs. relevant work experience in the contractor sourcing field
Mobility to travel in and around office surroundings and to other business locations
Ability to communicate and/or exchange information or instructions both written and verbally
Visual Abilities Sufficient To Perform Job Duties
Applicants must be authorized to work in the United States
