PROJECT & ENVIRONMENTAL STUDIES SECTION CHIEF - (CIVIL ENGINEER VI)

Responsibilities
Provides coordinated district effort in determining engineering feasibility of each project scope of work
Provides for continuous consultation with all interested parties on location and design study problems so as to ensure timely approval of each project
Provides for effective management of the section and the efficient distribution of work between in-house staff and consultants so as to ensure timely program progress and completion
Provides for subordinate staff development through continuous performance evaluation and counseling and making proper training available
Provides for close contact and communication with representatives of federal, state, and local government agencies; legislators; quasi-public agencies; the news media; and private citizens to obtain their acceptance of the district's programming initiatives
Ensures that the program development functions are performed to provide effective and efficient highway transportation facilities that incorporate the latest policies and procedures that encompass Context Sensitive Solutions
Performs duties in compliance with departmental safety rules and requires same of subordinate staff
Performs all duties in a manner conducive to the fair and equitable treatment of all employees
Performs other duties as assigned
Qualification
Required
Current registration as a Licensed Professional Engineer in the state of Illinois
Eight years of experience in civil engineering including three years of supervising staff and managing engineering functions
Valid driver's license
Overtime due to occasional attendance at meetings and conferences outside of normal working hours
District-wide and state-wide travel
24-hours a day/7-days a week availability
Successful completion of a background check
This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest
Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position
Preferred
Proven ability to coordinate with other bureaus and the central office, and to engage effectively with local governments and large organizations
Strong oral and written communication skills
Comprehensive knowledge of current highway policies and procedures as they relate to program development, project studies and project design
Knowledge of project implementation procedures and departmental organizations
Demonstrated organizational skills, including the ability to manage multiple tasks and track project progress
Demonstrated ability to develop staff through performance feedback, mentoring, and access to appropriate training opportunities
