Responsible for the operational, financial management, and administrative direction of multiple operational units and program areas within Student Academic Success (SAS)
As the Chief Financial Officer for SAS, works directly with the Vice President for Student Academic Success and supports the mission and vision of the SAS, UBA, and the Division of Finance and Administration
Oversees the management, administrative direction, financial transactions, and coordination of activities and staff for the accounting, budgeting, purchasing, inventory management, and general fiscal compliance within the Student Academic Success umbrella
Ensures appropriate training, staffing, and compliance structures are in place to provide SAS with the most efficient and effective services
Plans, designs, implements, and administers programs and procedures necessary to fully support SAS business operations
Manages the planning and distribution of allocations for the various funding sources, including but not limited to, state appropriations, student fees, auxiliaries/receipts revenues, gifts, grants, and other revenue streams available to the Division
Ensures the appropriate expenditure of funds allocated to Student Academic Success areas are appropriately administered
As a member of the SAS Executive Team, provides direction and counsel to the Vice President for Student Academic Success and the SAS Leadership Team
Formulates financial plans and provides guidance to strategically utilize available resources to accomplish the Unit and University goals
Reviews and analyzes the Student Academic Success units' overall financial position
Meets frequently with unit leadership to ensure services are provided as agreed upon
Coordinates necessary functions to ensure the operational viability of space allocation, including support for renovations and new construction
Manages and tracks SAS space utilization, reviews, and requests for additional SAS space
Exercises decisions regarding allocations of appropriate building utilization and liaisons with Facilities operations on behalf of SAS space
Leads strategic planning and directs the SAS budgeting processes, including reviewing departmental budgets and developing recommendations for the Vice President for the upcoming fiscal year
Supports Budget Managers and Departmental Leaders, Directors, and Deans of Student Academic Success units to ensure that financial objectives are met
In partnership with the University's Budget Office, carefully analyzes and evaluates ongoing budgetary considerations
Develops and provides financial reports to ensure sound fiscal management of resources and internal and external data requests
Directs the financial and administrative operations of Student Academic Success units by overseeing individual unit leadership to ensure proper and effective management of University Funds
This includes direct supervision of UBA site leaders and non-UBA site leaders in Budget Manager roles
Provides overall direction and leadership for the Student Academic Success units to promote operating efficiencies through central support and resource development
Develops and implements consistent best business practices and policy development across the Student Academic Success units
Interprets and ensures compliance with applicable federal, state, and local laws, statutes, policies, and rules, and trains and counsels' staff
Monitors each assigned client unit to ensure proper internal controls and separation of duties
Project assignments and locations could vary depending on the needs of the SAS units
Actively develops partnerships throughout SAS, the Division of Finance and Administration, and the University to attain and align financial plans with organizational objectives
Represents SAS on university-wide and internal committees
Conducts research for reports, projects, or initiatives within the SAS organization
Provides oversight of compliance-related functions for Student Academic Success, including bond compliance, audits, BOT & BOG submissions, and other review requests received within Student Academic Success areas
Qualification
Required
Bachelor's degree and six years experience related to budget, financial and/or accounting services or a combination of post high school education and experience equal to ten years
