Information Technologies Manager

Deschutes Public Library is seeking a dedicated and enthusiastic full-time IT Manager to join their team. This role is essential in overseeing the IT Department’s day-to-day operations, managing assigned IT department staff, and guiding the Library in successful implementation of new and existing technologies.

Responsibilities

Provides and demonstrates dynamic leadership and service excellence when representing the Information Technologies department at Library meetings, when serving or leading project teams, or when collaborating with colleagues, outside organizations, and/or Library partners or stakeholders
Participates and collaborates with members of the management team and on project teams to develop goals and strategies that promote the Library’s mission, values, and priorities to ensure a cohesive and consistent library experience throughout the Library system. Translates strategic goals into clear, actionable direction as it relates to supporting the Library’s mission and core values
Hires, leads, coaches, supervises, trains, supports and evaluates IT Department staff responsible for the purchase, maintenance, depreciation and removal of hardware, software, servers, and other activities necessary for the continuous operation of the Library’s integrated technology system
Communicates complex technical information in a clear, accessible manner for both technical and non-technical audiences. Provides timely updates on system changes, project progress, and potential risks, ensuring alignment across departments. Actively listens to stakeholder needs, facilitates productive discussions, and promotes transparent, solution-focused communication within the IT team and with the broader organization
Provides exemplary customer service in all interactions by being attentive, empathetic, responsive, fair, courteous and respectful. Encourages all staff to provide a positive customer service experience for customers both inside and outside of the Library
Works closely with cross-functional teams to ensure technology solutions align with organizational goals. Partners with department leaders to understand organizational needs, provides clear communication on IT initiatives, and fosters a cooperative environment between technical and non-technical staff. Promotes knowledge sharing, supports team problem-solving, and collaborates with vendors and stakeholders to deliver reliable, scalable technology services
Oversees day-to-day operations of IT staff
Adapts technology solutions to meet changing needs of the organization
Coordinates security assessments and incident response procedures
Provides strategic oversight for the Library’s IT equipment, platforms, tools, solutions including renewals, upgrades, migrations, and integrations
Works in a team-oriented environment and acts as back-up in the absence of other IT team members
Maintains a security-minded approach to adoption of technology solutions and services connected with the Library’s computing environment
Prepares and delivers key reports, program status updates and other important information to stakeholders
Participates in library projects following established project management guidelines
Aligns work with District priorities and/or Board decisions
Participates in continuing education efforts and professional development
Participates actively in weekly and/or monthly meetings and assigned projects
Provides assistance to colleagues by mentoring and assisting as needed
Participates in long-range plans, develops goals and objectives, and implements project plans
Performs other related duties and tasks as assigned by the Library Director or Designee

Required

Five (5) years of progressively responsible IT industry experience with three (3) of those years managing IT professionals or technical staff
A Bachelor's Degree from an accredited college or university with major coursework in Information Technology or related field, or any satisfactory combination of training, education, and experience relevant to the position
Effectively manages designated IT staff, including training, prioritizing, delegating work, and evaluating performance
Ability to work successfully with other departments while building and maintaining positive working relationships
Ability to administer a Windows domain environment, Microsoft O365 and Entra
Working knowledge of IP addressing and subnetting in an enterprise network
Knowledge of procurement regulations related to public agencies and Library purchasing guidelines including RFP, RFI and bidding processes
Experience in the development and/or approval of district-wide IT policies and procedures
Outstanding project management skills including scoping, delegation, and oversight of project execution
Thorough understanding of electrical safety precautions
Ability to promote and encourage an environment of diversity, equity and inclusiveness
Ability to apply a variety of technology-based training techniques to diverse audiences that result in staff both learning and applying new concepts related to technology
Current driver's license and vehicle insurance, valid in the State of Oregon
