Senior Technical Advisor – MNCH (ACHIEVE)

Pact is an international nonprofit that focuses on building solutions for human development across nearly 40 countries. The Senior Technical Advisor for Maternal Newborn and Child Health (MNCH) will provide expertise and technical leadership for ACHIEVE programming in MNCH, ensuring programmatic quality and supporting the development and implementation of strategic approaches in this area.

Responsibilities

Provide technical advice, direction, and quality assurance and support high-quality technical delivery of MNCH activities under the ACHIEVE project
Provide effective technical assistance, supportive supervision, and team mentoring for ACHIEVE global and country staff, consortium partners, and implementing sub-partners
Monitor implementation of activities to ensure timely completion of objectives and targets
Lead the development of annual MNCH activity workplans in collaboration with other ACHIEVE staff, consortium and/or implementing sub-partners, USG, government, and other relevant stakeholders and ensure successful implementation and monitoring of planned activities through continuous coordination with key stakeholders
Lead in developing relevant deliverables (quarterly, annual, field project evaluations, etc.) in conjunction with other key staff, partners and stakeholders
Access and disseminate state-of-the-art information and provide strategic advice on emerging and strategic issues to scale up pertinent evidence-proven interventions
Support Country offices and consortium/implementing partners during project start-up by helping to develop work plans; sharing tools and materials from other similar projects within and outside of ACHIEVE/Pact; orienting and training new program staff/partners; and assisting field teams to implement initial project activities
Contribute to and manage the development of innovative models and tools and documents technical achievements
Contribute to Thought Leadership in MNCH by identifying, documenting, and disseminating experiences and best practices; publishing regularly; participating in external technical working groups; and/or presenting at annual conferences and meetings
Recommend areas for operational research and/or learning agendas and support ACHIEVE operational and implementation science research efforts working closely with country offices to provide evidence
Contribute to the development and/or technical review of targeted technical or educational materials
If requested, serve as one of Pact’s Global Health team’s technical leaders in MNCH for new business pursuits, leading intelligence gathering, prepositioning, and development/articulation of technical strategy in response to Requests for Proposals and Request for Applications (RFPs and RFAs), working with other technical contributors, country experts, and other internal and external experts as relevant

Required

Master's degree and 9+ years relevant experience or equivalent combination of education and experience
Advanced clinical degree or MD/PhD (preferred), or master's degree in health-related field and equivalent experience
At least 10 years of relevant professional experience, including international public health programming, with at least 5 years relevant overseas work experience
Significant and successful experience working in international development and/or public health programs, with focus on Maternal Newborn and Child Health
Experience providing direct technical assistance in developing countries
Proven programmatic, technical, and managerial ability and interpersonal skills to collaborate effectively with professional colleagues in a broad range of local and international nongovernmental, governmental, and international organizations within multiple socio-cultural contexts
Demonstrated organizational, consulting, and mentoring and coaching skills and abilities, sound judgment, and high ethical standards
Adaptability to changing priorities and deadlines
Experience with USG including PEPFAR programming highly desirable
Demonstrated ability to communicate clearly and concisely in written and spoken English, including excellent skills in drafting business correspondence
Demonstrated ability to write journal articles, research studies, and technical reports
Demonstrated computer skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint, and Outlook
Ability to use epidemiological tools, such as EPI Info or other similar software highly desirable

Preferred

Prior senior technical or management positions a plus
At least seven to eight years' experience managing complex health on/HIV and/or HIV/AIDS projects within a non-profit organization in a developing country context
Experience working with other multilateral and bilateral agencies, such as FCDO, WHO, UNAIDS, UNFPA, UNICEF, and European and private donors preferred
Fluency in a second major language preferred, including the ability to conduct training and business in that language
Experience overseeing and coordinating with international field offices
