Senior Human Resources Specialist – Staffing Specialist

They are seeking a highly experienced Senior HR Specialist – Staffing Specialist to provide onsite staffing and recruitment expertise for a federal client, focusing on advising management on recruitment strategies and ensuring compliance with federal staffing laws.

Responsibilities
Advise managers and supervisors on strategic recruitment and placement strategies
Develop and post vacancy announcements through USAJOBS and agency hiring platforms
Guide managers on appointment authorities, including competitive, excepted, and direct-hire actions
Apply veterans’ preference rules and ensure compliance with all applicable staffing laws and policies
Conduct job analyses to identify competencies and qualification requirements
Develop assessment tools, rating schedules, and interview guides
Evaluate applicant qualifications and prepare referral certificates
Process and review Personnel Action Requests (PARs) in HR systems (e.g., HR Connect, eOPF)
Apply federal pay administration policies, including special salary rates, recruitment/retention incentives, and pay flexibilities
Support onboarding of new employees, ensuring compliance with all regulatory requirements
Deliver training sessions to managers, supervisors, and HR staff on staffing processes and requirements
Provide staffing support during reorganizations, reductions in force (RIFs), or realignment activities
Contribute to workforce analysis and recruitment strategies to ensure mission-critical positions are filled effectively
Qualification
Required
U.S. Citizenship
Ability to obtain and maintain a public trust
Minimum 8–10 years of HR experience, with at least 5 years in federal staffing and recruitment
Demonstrated expertise in federal hiring practices, job analysis, and USA Staffing/USAJOBS platforms
Strong knowledge of veterans' preference rules, appointment authorities, and pay flexibilities
Ability to process and review personnel actions in federal HR systems
Preferred
Prior experience supporting OPM or another cabinet-level federal agency in staffing and recruitment
Experience with reduction-in-force (RIF) planning, realignments, and succession planning
Professional HR certifications (e.g., SHRM-SCP, HRCI SPHR, IPMA-CP)
