Responsibilities

Consults with Mental Health Supervisor and as needed with the Facility Administrator, Post Adjudication Assistant Supervisor and Case Worker
Performs in depth audits and reviews all paperwork, case work files and statistical reports to assure appropriate documentation, accuracy, completeness in compliance with Texas Juvenile Justice Department and Nueces County Juvenile Probation standards for Robert N. Barnes Post Adjudication facility, and other department programs
Works closely with the administrative team in coordination with the Post Adjudication facility and the Mental Health Department regarding matters that are consistent with the philosophy and mission of the department
Responsible for the department’s preparation for the annual TJJD audits and the department’s annual report
Maintain and update the department’s Policies and Procedures manual
Maintain and update the department’s standards and procedures of the program for all related areas including the medical clinic and psychiatric clinic
Prepare and send admission acceptance letters, reports, memos, surveys, and other administrative tasks as assigned
Conducts random audits within the different facets of the department, including residents, along with assisting with unannounced site audits at the Post Adjudication facility in accordance with TJJD standards and departmental policy
Review, monitor and edits all program material/curriculum, along with maintaining the accuracy of the material and any paperwork needed regarding materials/curriculum, etc. for the Post Adjudication facility
Monitors all federal, state and local statutes, policies, accreditation standards and other regulatory or governmental standards and ensures compliance
Reviews and evaluates currents programs, policies, procedures, and practices on an on-going basis and amends as needed. Plans and develops policies, procedures and programs to enhance efficiency and effectiveness. Monitors Post Adjudication facility workload to ensure that quality services are being provided
Assures that policies and procedures are followed to maintain the security of the facility
Inspects the facility for security, safety, and sanitation compliance by staff and/or residents. Submit workorders for repairs
Designee as the Fire and Safety Officer to include monitoring and maintaining records for fire drills, life safety systems inspections, cleanliness of ventilation systems
Directing Juvenile Supervision Officers in Post Adjudication facility regarding policy infractions
Assist the facility PREA (Prison Rape Elimination Act) Officer
Provides quality assurance and compliance reviews of current and previous resident files to promote, monitor, and enforce Texas Juvenile Justice Department (TJJD) standards
Maintains records and generates statistical and other reports as required, utilizing manual and automated reporting systems
Supervises and monitors juveniles; assures clients' understanding of their obligations and of the Robert N. Barnes Regional Juvenile Facility program
Communicates with mental health professionals, and other professionals
Acts as a liaison with other agencies and with employers; speaks to outside groups about the Robert N. Barnes Regional Juvenile Facility program and conducts facility tours
Conducts and documents unannounced visits on night and dayshifts on a monthly basis
Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the facility

Required

Must be at least 21 years of age
A bachelor's degree from an accredited college or university in criminology, corrections, counseling, law, social work, psychology, sociology, or another field approved by the Texas Juvenile Justice Department; or at least five years of experience in full-time casework, corrections or law enforcement, employment in a residential setting, military experience including reserves, teaching, internships
Certification as a Juvenile Supervision Officer within six months of employment
Must complete approved restraint training within 30 days of employment
Valid Texas Motor Vehicle Operator's License
Must obtain defensive driving certificate within 6 months of employment along with CPR and First Aid Certification
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations
Ability to write reports, business correspondence, and procedure manuals
Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists
Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form
Incumbent must be able to deal effectively with hostile and aggressive individuals
Communicate clearly and effectively, both orally and in writing
Establish & maintain effective & cooperative working relationships with employees, officials, defendants, agencies, & the public
Conduct investigations and deliver accurate and impartial reports
Gather and analyze data for developing individual program plans and case dispositions
Serve as a positive role model and leader for residents
Maintain composure in a stressful environment

Preferred

Bilingual ability preferred but not required
Desired experience for this position includes exposure to the criminal justice system, law enforcement, and/or corrections
Caseload supervision
Working with people who are chemically dependent, high-risk, and/or hostile and aggressive
Service in the military is helpful but not required
