Responsibilities
Act as liaison with internal and external IT audit teams; handle documentation, testing plans, remediation plans, and closure of audit findings related to Radio Infrastructure Management
Manage project budgets, resources, and planning activities for Radio Infrastructure projects
Define project approach, resource needs, roles, and responsibilities
Develop and validate project estimates for schedule, effort, and cost
Create and maintain project artifacts including charters, scope documents, status reports, and risk/issue logs
Manage full project lifecycle from initiation through implementation and closeout
Identify, manage, and mitigate project risks and issues
Develop and manage project plans and communication strategies
Collaborate with executive leadership and internal/external stakeholders
Oversee blended teams of consultants and internal staff; manage vendors
Ensure compliance with PMO standards, methodologies, and development guidelines
Support RFP development, vendor selection, and contract processes
Participate in PMO governance activities including budget tracking and reporting
Review project artifacts such as technical requirements, architecture, testing, and implementation documentation
Manage training plans and post-implementation support requirements
Ensure proper project closeout, documentation, and knowledge transfer
Adhere to PMI PMBOK and OTI Public Safety project methodologies
Report project status to senior management and stakeholder agencies
Support PMO operations including change management, scheduling, and reporting
Address client concerns and resolve escalated risks/issues
Manage special projects and initiatives as assigned
Qualification
Required
12+ years of experience in Land Mobile Radio (LMR) communication systems
10+ years of experience in PSAP / 911 dispatch environments
Experience with government LMR and NG911 systems supporting multi-agency interoperability
Strong background as Project/Program Manager delivering to government stakeholders
Expertise in LMR & LTE technologies, analog/digital radios, trunked & conventional systems
Experience across VHF, UHF, 150 MHz, 700 MHz, and 800 MHz bands
Knowledge of NG911 dispatch technologies
Knowledge of public safety logging and recording systems
Familiarity with government procurement and acquisition processes
Excellent verbal and written communication skills
Proficiency in Microsoft Office Suite
Experience managing radio systems for federal, state, or local government clients
Hands-on experience managing 9-1-1 radio technology upgrades and integrations
Ability to work with Enterprise Architects, Infrastructure Leads, Vendors, and Cybersecurity teams to address emerging threats
Preferred
