Long Range Community Planner - Planner III (14053, Grade 28)

The Maryland-National Capital Park and Planning Commission is seeking a Long-range Community Planner (Planner III) to lead comprehensive community planning initiatives in Prince George’s County. This role involves managing projects, conducting research, and collaborating with stakeholders to develop master plans that address community challenges such as housing and transportation.

Responsibilities

Serving as project team leader and coordinator for an interdisciplinary team, including staff, consultants, and agency partners, in the development of comprehensive master and sector plans, planning studies, and/or comprehensive zoning map amendments
Leads and manages long-term comprehensive land use planning projects from inception to approval, ensuring timely delivery and alignment with project and department goals
Develops comprehensive, data-driven planning strategies that incorporate sustainability, resilience, economic development, and equity
Conducts research, analyzes demographic trends, environmental data, and growth patterns to inform planning strategies
Facilitates public outreach and community engagement efforts
Collaborates with local governments, county and state agencies, developers, and community stakeholders to develop goals, policies, and strategies for master plans
Provides strategic leadership for the project teams and mentors project team members
Provides expert guidance on zoning, land use, transportation, infrastructure, and sustainability issues within the scope of long-range planning and assigned projects
Prepares and presents reports, proposals, and presentations to government agencies, community groups, Planning Board, and County Council
Ensures compliance with regulatory requirements and best practices
Manages Request for Proposal process for consultant services, as needed
Manages contracts for professional services, project timelines, and resources efficiently
Provides planning services in assigned area(s) of the County, to include development and permit review, as needed

Required

A Master's Degree in Urban/Regional/Community Planning
AICP certification, or similar
Proven experience leading long-range planning projects from initiation to approval
In-depth knowledge of land use planning, urban design principles, zoning regulations, environmental sustainability, and transportation planning
Excellent project management and leadership skills
A desire to serve the public
Exceptional written and verbal communication and interpersonal skills, with the ability to build consensus across various groups
The ability to cope effectively with change, be flexible, and shift gears comfortably
Experience with Office 365 (Word, PowerPoint, Excel, Outlook), SharePoint/Teams, GIS, and Adobe
Multilingual verbal and writing skills (Spanish desired)
Bachelor's Degree in Planning, Geography, Architecture, Parks and Recreation, Transportation, Urban Design, Engineering, Environmental Science, Public Policy, Economics or any related field
Four (4) years of progressively responsible professional level planning experience related to specific area of assignment such as transportation planning, environmental planning or urban planning
An equivalent combination of education and experience may be substituted, which together total eight (8) years
Valid driver's license (depending on area of assignment) in accordance with both State and Commission rules and regulations. Driver's license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee's ability to drive Commission vehicles or perform driving duties required by the position of assignment
