Assistant Public Guardian/Veterans Services Officer

Responsibilities
Consults with and assist the Public Guardian/Veterans Service Officer with developing and implementing goals, objectives, policies, procedures and work standards for the Public Guardian/Veterans Services Office; assist in the recruitment, selection, development and evaluation of staff; manage the day-to-day operations of the department
Manages and participates in the development and implementation of goals, objectives, policies, procedures, and work standards for the Department; continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors the distribution of work, support systems and internal reporting relationships; identifies opportunities for improvement; directs the implementation of change
Assists in managing and participating in the development and administration of the department’s budget; assists with the forecast of additional funds needed for staffing, equipment, and supplies; assists with monitoring and approving expenditures; assists with managing and implementing budgetary adjustments as necessary; ensures compliance with federal and state budget requirements
Selects, trains, motivates, and directs Department personnel; evaluates and reviews work for acceptability and conformance with department standards, including program and project priorities and performance evaluations; works with employees to correct deficiencies; implements discipline and termination procedures; responds to staff questions and concerns
Determines equipment acquisition, training programs and procedural changes to ensure retention of qualified staff and the provision of services to the community in an effective, efficient, and economical manner
Oversees the development of consultant requests for proposals for professional services and the advertising and bid processes; evaluates proposals and recommends project award; coordinates with legal counsel to determine County needs and requirements for contractual services; negotiates contracts and agreements and administers same after award
Assists with the oversight and monitoring of departmental performance metrics against state and federal performance measures; develops and implements strategies and processes to improve performance measures
Provides case management services for the most complex and/or highly sensitive Public Guardian and veteran cases; may carry a caseload and perform Public Guardian or Veteran Services duties on a regular or intermittent basis; may review and investigate cases referred for guardianship or conservatorship; may assist veterans and their dependents in obtaining the benefits to which they are entitled; may assist in transport of clients as necessary
Attends and testifies in court hearings, including court and jury trials
Makes recommendations and testifies regarding recommendations for conservatorships
Attends veterans’ outreach events and develops outreach opportunities
Prepare and direct the preparation of reports, studies, public relations material and correspondence; represents the Public Guardian/Veterans Service Officer at meetings, conferences, outreach events and other functions; acts for the Public Guardian/Veterans Service Officer in their absence; perform a variety of administrative duties and manages major special projects as assigned
Performs related duties as assigned
Qualification
Required
Equivalent to a bachelor's degree from an accredited four-year college or university with major coursework in psychology, social services, public administration, business administration, or a related field
Two (2) years of responsible business management or public service supervisory experience involving extensive public contact; OR Two (2) years current and increasingly responsible employment experience working in the Kings County Public Guardian/Veterans' Services Office
Possession of a valid California driver's license issued by the Department of Motor Vehicles at the time of appointment
Must possess proof of service in a branch of the United States military forces and receipt of an honorable discharge or certificate of satisfactory service
Possession of, or ability to obtain within the first eighteen (18) months of employment, accreditation with the California Department of Veterans Affairs (CalVet)
Possession of, or ability to obtain certification with the California Association of Public Administrators, Public Guardians, and Public Conservators (CAPAPGPC)
Qualify for security clearance through a background investigation and fingerprint check, which includes a credit check; must be willing to work occasional irregular hours as necessary; ability to travel within and outside of the County
