Senior Director, Trade and Operations

Responsibilities
Develop and manage comprehensive U.S. distribution plans, ensuring alignment with commercial goals and operational capabilities
Drive efficiencies across supply chain operations, including inventory management, logistics coordination, and supplier performance
Partner with internal stakeholders, including Manufacturing, Finance, Quality, and Regulatory Affairs—to ensure seamless communication and alignment of business practices
Design and implement reporting frameworks to evaluate the effectiveness of distribution partners, using data-driven insights to inform strategic decisions
Manage contractual performance of 3rd party logistic provider (3PL), distribution, warehousing, and authorized distributors of record
Ensure the execution of Supply Chain strategies are aligned with the US commercial business strategy and in compliance with applicable federal and state laws, regulations, and standards, for example GMP (Good Manufacturing Practices)
Contribute to the ongoing development of the US business strategy by providing expert knowledge of supply channel capabilities
Collaborate with cross functional teams to develop and improve US business operations
Drive the execution of INOVIO’s US logistics agreements with partners in the US market
Lead inventory and demand management in collaboration with Supply and Operations Planning team members to ensure availability of products. Has overall responsibility to ensure devices and drug, maintained at the 3PL, are managed to ensure minimal loss due to product expiration
Manage distribution and planning activities (inbound and outbound) including but not limited to overseeing and administering shipment of products from place of origin to point of delivery, coordinate deliveries, oversee third-party warehousing, shipping/receiving activities and delivery to the customer or distributor
Manage sales administration process at 3PL (customer maintenance, sales order and return goods processing)
Develop and implement logistic plans, budgets, report development, and procedures
Oversee distribution analytics reporting with all channel partners
Manage Drug Supply Chain Security vendor relations and work closely with drug and device manufacturing to ensure traceability requirements for drug transaction data reporting
Ensure State Licensing is current
Additional duties as assigned to support the day-to-day business operations
Qualification
Required
Bachelor's degree required. Preference to degrees in business, supply chain/logistics, engineering
Minimum 10 years Business Operations Management in the Pharmaceutical/Biologics industry. Ideally the candidate's experience will also include 3 years of sales operations, 3 years specialty drug experience and 2 years sales analysis and report generation
Experience with complex report generation in Enterprise Resource Management systems where data flows between external logistic partners and internal ERP systems
Ability to travel up to 20% for client meetings and industry conferences
Analytical Skills: The ability to analyze complex data sets, interpret forecasts, and use analytics tools to make data-driven decisions
Technical Skills: Proficiency with ERP systems like SAP, Kinaxis, and Blue Yonder is highly valued, along with expertise in data visualization and analysis software like Tableau and advanced Excel
Soft Skills: Because S&OP requires integrating many perspectives, professionals need excellent communication, leadership, and facilitation skills. They must be able to lead meetings and build consensus across different departments
A current US work authorization is required
