Quality and Safety Manager

Responsibilities
Develop and oversee the implementation of company-wide and project-specific EHS plans, procedures, and training programs
Implement and maintain a Quality Management System (QMS) aligned with industry standards, such as ISO 9001, to ensure project quality control
Develop and manage accountability programs to address and resolve safety and quality-related issues
Advise how the quality management system is performing and publish data and reports regarding company performance against set indicators
Monitors office, shop and field employees on the quality functions and performs quality audits to track against defined key performance indicators for continuous improvement
Establish and enforce quality control measures, monitor production processes, and conduct inspections to identify and address defects or deviations
Conduct regular inspections to identify and assess potential hazards, evaluate working conditions, and ensure compliance with safety protocols
Collaborate with Project Managers on job sites as necessary to complete safety audits
Perform internal quality audits to verify adherence to project specifications, manuals, and approved procedures
Coordinate with clients, utilities, and regulatory agencies (such as OSHA) during inspections and audits
Organize and conduct safety training during new hire orientations, develop and submit toolbox talks/videos for Project Manager to present during job safety briefs, training sessions for employees, and hold subcontractors accountable to all EBI safety and quality policies and regulations
Promote a safety-first culture and communicate best practices and policy updates to all levels of the organization
Serve as the primary point of contact for safety and quality-related inquiries and emergencies
Lead investigations into accidents, near-misses, and incidents using Root Cause Analysis to determine cause and implement effective corrective and preventive actions
Analyze incident data to identify trends, recommend remedial measures, and improve overall safety performance
Maintain accurate and up-to-date documentation, including OSHA 300 logs, incident reports, and safety training records
Maintain accurate records of safety inspections, quality control data, and incident reports, and prepare regular reports for management
Responsible for managing and maintaining all third-party registration portals to ensure timely and accurate information is present to maintain approved vendor status
Work closely with project managers and field teams to integrate safety and quality requirements into all phases of construction
Collaborate with other departments to ensure consistent implementation of safety and quality standards
Review and approve safety submittals from subcontractors
This position requires intermittent availability during weekends, evenings, and early mornings for emergency projects
Supports the effort of ISO 9001 and process improvement by recommending methods, equipment, techniques, and other changes to improve company operations
Qualification
Required
Bachelor's degree in Occupational Health and Safety, Construction Management, Electrical Engineering, or a related field; or equivalent relevant work experience
5+ years of experience managing safety for heavy construction projects, with a strong preference for experience in the power utility industry (transmission, distribution, substation)
5+ years of ISO 9001 QMS experience or similar
OSHA 30 and OSHA 40 HAZWOPER are required
Extensive knowledge of OSHA regulations (especially OSHA 1926 for construction), utility-specific safety protocols, and DOT regulations
CPR/First Aid certification required
Proven experience implementing Quality Management Systems and conducting quality inspections
Strong verbal and written communication skills, with the ability to effectively train and influence employees
Excellent problem-solving and analytical abilities, with meticulous attention to detail
Ability to travel frequently to project sites and work in various weather conditions
Proficiency in Microsoft Office Suite
Preferred
ISO 9001 Certified Lead Auditor preferred
OSHA 500 or 510 certification desired
Certified Safety Manager: Construction is desired
Certified Construction Quality Manager or equivalent is desired
Certified Construction Quality Management Professional or equivalent is desired
Professional certification such as Certified Safety Professional (CSP), Certified Utility Safety Professional (CUSP), or Construction Health and Safety Technician (CHST) is highly preferred
